Approval and execution by the County Administrator of Change Order No. 2 to the contract with Keystone Excavators, Inc. (Keystone) for the North County Service Center project.
• The purpose of the contract is to construct site improvements on approximately 5.5 acres of County property (North County Service Center) for a Solid Waste Satellite Collection Center and a Tax Collector driving test course.
• Change Order No. 2 increases the contract by $116,669.04 for additional utility work required by the Florida Department of Transportation (FDOT) for construction of their outfall pipes and is reimbursable by FDOT.
• Change Order No. 1 was also related to work required and funded by FDOT for pipe replacement work and was approved by the Board of County Commissioners on January 22, 2019.
Contract No. 189-0071-CP(PLU); PID No. 000759A; increasing the contract amount by $116,669.04 for a revised total amount of $3,052,269.04.

Summary:
The FDOT advanced their pipe replacement project to coincide with construction of the County’s North County Satellite Site project. FDOT’s pipe replacement work was added through Change Order No. 1. During excavation of the trenches to install FDOT's concrete pipes, the County’s contractor uncovered an additional 1,600 CY of unsuitable soil and 10,962 CY of clay soil that were not included in Change Order No. 1. The County will be receiving reimbursement from FDOT for this additional work.
Background/Explanation:
The Board of County Commissioners awarded this contract on October 8, 2019 in the amount of $1,680,400.00, and approved Change Order No. 1 on January 22, 2019 in the amount of $1,255,220.00 to include construction of FDOT’s outfall pipes located on County property, funded by FDOT.
