Recommended Action

Approval and execution by the County Administrator Change Order No. 4 (final) with Keystone Excavators, Inc. for the North County Satellite Site with a decrease in the amount of ($1,230.98).

 

                     The purpose of this project was to construct site improvements on approximately 5.5 acres of County property (North County Service Center) for a Solid Waste Satellite Collection Center and a Tax Collector driving test course.

                     Change Order No. 4 decreases the contract by ($1,230.98).

                     Agreement term is extended fifty-nine (59) calendar days as part of this change order to complete final project close-out with the vendor and County stakeholders.

                     Award to Keystone was approved by the Board of County Commissioners (Board) on January 22, 2019 in the amount of $1,680,400.00; Change Order No. 1 added FDOT’s work to the contract and was approved by the Board on October 8, 2019 in the amount of $1,255,220.00; Change Order No. 2 was approved by the County Administrator on July 22, 2020 increasing the contract amount by $116,669.04 to cover additional FDOT funded work. Change Order No. 3 was approved by the Board on January 12, 2021, increasing the contract amount by $197,349.40; FDOT’s portion was $108,179.00 to cover for unsuitable soils, and County’s portion was $89,170.40 for additional work and associated materials.

 

Contract No. 189-0071-CP(PLU); PID No. 000759A; Change Order No. 4 (final) decreases the contract amount by (1,230.98) for a revised total amount of $3,248,407.46; Agreement term is increased by fifty-nine (59) days as part of this change order for a revised completion date of April 7, 2021.

Summary:

Change Order No. 4 (final) decreases the contract amount by ($1,230.98) and accepts the contract as complete.  The project was substantially complete on February 7, 2021 and obtained final completion on April 7, 2021.

 

Background/Explanation:

Award to Keystone was approved by the Board on January 22, 2019; Change Order No. 1 added FDOT’s work to the contract and was approved by the Board on October 8, 2019; Change Order No. 2 was approved by the County Administrator on July 22, 2020; Change Order No. 3 was approved by the Board on January 12, 2021.

This project is funded by Solid Waste Enterprise Funds for the County’s portion of work. The FDOT will fully reimburse the County in FY2021 for FDOT directed and completed work performed by the County’s contractor.

 

Delegated Authority:

Authority for the County Administrator to approve and execute this Change Order is granted under Code Section 2-62 (a)(3).
