Subawardees are required to evaluate these community-based efforts to assess their efficacy in reducing opioid-involved overdose and other harms of opioid misuse. The program must support and collaboration between public safety and public health agencies.

Background/Explanation:

Pinellas County was awarded $222,610.00 in federal funds from the Office of National Drug Control Policy through the University of Baltimore’s Fiscal Year 2019 Competitive Subaward for Combating Opioid Overdose through Community-level Intervention. The proposed Homeless Overdose Mitigation & Engagement (HOME) program will utilize a data-driven approach to target specific sites throughout the community with high concentrations of overdoses. Efforts for each site will be individualized and planned prior to deployment of a street team to provide outreach, education, naloxone, and service connections. Street teams will include a substance use treatment provider case manager to work with individuals at identified sites who appear at risk of overdose to seek engagement and connection to treatment. To ensure stability of homeless clients seeking to engage in treatment, transitional housing will be made available to eligible individuals.
