Approval by the Department Director for the grant application to the University of Baltimore’s Fiscal Year (FY) 2019 Competitive Subaward for Combating Opioid Overdose through Community-level Intervention. 

 

                     The University of Baltimore’s FY 2019 Competitive Subaward for Combating Opioid Overdose through Community-level Intervention would provide federal funding for implementation of new community-based programs that aim to reduce opioid-involved overdoses.

                     Human Services’ seeks to partner with local law enforcement, emergency medical services, Florida Department of Health in Pinellas, and treatment providers on a community overdose intervention project targeting frequent overdose locations.

                     The Central Florida High Intensity Drug Trafficking Area has agreed to partner on this effort as required in the solicitation.

                     The application will seek up to $500,000.00 for the period of December 2, 2019 through November 30, 2020, no matching funds required.Body

Summary:

The University of Baltimore’s FY 2019 Combating Opioid Overdose through Community-level Intervention subaward provides funding to implement evidence-based community programs that aim to reduce opioid-involved overdose. Subawardees are required to evaluate these community-based efforts to assess their efficacy in reducing opioid-involved overdose and other harms of opioid misuse. The program must support and collaboration between public safety and public health agencies.

 

Background/Explanation:

From 2015 to 2018, the number of opioid related accidental fatalities increased by 76.3% (135 to 238), while Pinellas’ population increased only 2.7% during the same period. Emergency Medical Services (EMS) data regarding 9-1-1 transports with Narcan administered have increased year over year since FY 13. From FY 15 to FY 18, Pinellas County EMS transports with Narcan administrations increased 46.4%. As of August 31, 2019, Pinellas EMS has exceeded the FY 18 total 9-1-1 transports with Narcan administered by 15.6%.

 

Fiscal Impact:

The FY 2019 Combating Opioid Overdose through Community-level Intervention subaward opportunity provides up to $500,000.00 in federal funding from the Office of National Drug Control Policy through the University of Baltimore for the period of December 2, 2019 through November 30, 2020. There are no match or cost-sharing requirements.

Authority for the Department Director to sign this grant application was delegated by the County Administrator per the memo dated March 28, 2016 titled “Delegation of Authority by the County Administrator and Improved Grant Procedures.”
