Recommended Action:

Recommended Action

Approval and execution by the County Administrator of the third amendment with the University of Baltimore to reduce the budget of the Combating Opioid Overdose through Community-Level Intervention Grant (COOCLI Grant) by the amount of unexpended funds.

 

● This Amendment reduces the COOCLI Grant budget by $27,174.00 to allow for reallocation by the University.

 

● Total COOCLI Grant award of $222,610.00, with no match required, changes to $195,436.00.

Summary:

The Third Subaward Amendment with the University of Baltimore returns grant funds that were unexpended by Pinellas County through April 30, 2021. The funds were unexpended due to the impact of COVID-19 to the HOME Program.  The HOME Program has targeted overdose outreach and education efforts at high frequency overdose sites through April 30, 2021.

The HOME Program targeted high frequency overdose sites to mitigate overdoses through outreach, education, naloxone distribution, naloxone training, and connections to treatment services.

 

Background/Explanation:

The HOME Program utilizes a data-driven approach to target specific sites throughout the community with high concentrations of overdoses. Site specific strategies for outreach and education include: letters to business owners regarding the frequency of overdose incidences at their sites, development and distribution of educational materials for sites regarding local substance use treatment options, purchase and distribution of naloxone spray for at-risk individuals at the sites.

Case managers on the street teams will help individuals connect to existing community
treatment options.

 

Fiscal Impact:

Funding reduction of $27,174.00 resulting in a total grant award of $195,436.00 to return unexpended funds from the COOCLI Grant (Grant #G1999ONDCPA06A) from the National Drug Control Policy passed through by the University of Baltimore to Pinellas County. Appropriation to support related grant activities is consistent with the development of the FY21 Adopted Budget.
