Approval of the Joint Project Agreement with the City of Largo (City) for construction services for the relocation and replacement of Pinellas County Utilities water lines, maintained by Pinellas County, in conjunction with City proposed roadway, sidewalk and drainage system construction improvements along Rosery Road from the Pinellas Trail to Missouri Avenue.

 

                     An existing County watermain, including appurtenances, must be replaced or realigned to accommodate the proposed project improvements made by the City.

                     The City’s Contractor will perform the County’s utility relocation and replacement and any miscellaneous incidental construction, as part of the City’s project.

                     Use of the City Contractor is cost effective, time efficient and provides the least disruption for residents.

 

The agreement will be in place until the City provides to the County mutually agreeable documentation which substantiates the Agreement has been fully performed.

Summary:

The City of Largo will be constructing roadway, sidewalk and drainage system improvements along Rosery Road from the Pinellas Trail to Missouri Avenue.  As part of the improvements, an existing County watermain will be replaced or realigned to accommodate the proposed project improvements.

The County is required to relocate or replace all utilities in conflict with the City’s proposed project area.  Utilizing the City’s construction contractor is a cost effective method to limit disruption to area residents resulting in project efficiencies for all stakeholders.

 

Background Information:

The County has approximately 5,300 linear feet of existing watermain, with service connections, fire hydrants, water meters and appurtenances found to be in conflict with the proposed roadway, sidewalk and drainage system improvements within the City’s project area.

The City previously requested that the County have separate JPA’s for design and construction.  The JPA for design of these improvements is in place and work is currently at sixty percent (60%) complete. The City’s consultant expects to have plans at 100% by August 20, 2019.  Construction is expected to commence in October 2019.

 

Fiscal Impact:

The County agrees to pay a not to exceed amount of $1,650,000.00 to the City for construction services related to Utility relocation, which includes $150,000.00 to cover miscellaneous administrative fees, mobilization and maintenance of traffic.

 

Funding for this project is derived from the Water Renewal and Replacement Fund. This agreement is consistent with the FY20-FY25 Proposed CIP Budget.
