Approval and execution by the County Administrator of the Joint Project Agreement (JPA) with the City of Largo (City) for engineering design and post design services for replacement of a County watermain, including appurtenances, in conjunction with City proposed roadway, sidewalk and drainage system construction improvements along Rosery Road from the Pinellas Trail to Missouri Avenue.

                     An existing County watermain, including appurtenances, must be replaced or realigned to accommodate the proposed project improvements made by the City.

                     The City’s engineering consultant will provide design and post design services to include County’s utility relocation and replacement and any miscellaneous incidental construction, as part of the City’s project.

                     Use of the City engineering consultant is cost effective, time efficient and provides the least disruption for residents.

Summary:

The City will be constructing roadway, sidewalk and drainage system improvements along Rosery Road from the Pinellas Trail to Missouri Avenue.  As part of the improvements, an existing County watermain will be replaced or realigned to accommodate the proposed project improvements.

The City’s engineering consultant shall design and submit the 60%, 90% and 100% signed and sealed relocation and replacement plans for the County’s approximate 5,300 linear feet of existing watermain, with service connections, fire hydrants, water meters and appurtenances found to be in conflict with the proposed roadway, sidewalk and drainage system improvements within the City’s project area.

 

Background/Explanation:

The County is required to relocate or replace all utilities in conflict with the City’s proposed project area.  The City’s engineering consultant will design and submit signed and sealed plans to relocate or replace the County’s utility facilities.  Utilizing the City’s engineering consultant is a cost effective method to facilitate design and future construction activities, and limit disruption to area residents resulting in project efficiencies for all stakeholders.

A JPA between the City and County for construction will also be necessary.  However, the City has requested that the County have separate JPA’s for design and construction.  The City’s consultant for design is in place and expects to have plans at 100% by June 2019.  Construction is expected to begin in July or August 2019.

 

Fiscal Impact:

The County agrees to pay a not to exceed amount of $157,179.75 to the City for 100% design and post design services for the project, which includes $7,484.75 to cover miscellaneous administrative fees that may occur.

 

Funding for this project is available in the FY19 Budget within the Water Renewal and Replacement Fund.

 

Delegated Authority:

Authority for the County Administrator to sign this agreement is granted under Code Section 2-62 (a)(1).
