Approval and execution by the County Administrator of Amendment No. 1 to the Joint Project Agreement (JPA) with the City of Largo (City) for engineering design and post design services for utility relocations along Rosery Road from the Pinellas Trail to Missouri Avenue.

•  The County Administrator approved the JPA with the City for engineering design and   post design services for utility relocations within the City’s Rosery Road and Drainage Improvements Phase I project limits on May 30, 2019 [Legistar File No. 19-277D].
•  During the construction phase of the project, the City decided to extend the project limits of the Rosery Road and Drainage Improvements Phase I project, which necessitated the Amendment.
•  The total increase to the JPA is $75,365.00 plus a five percent (5%) administrative fee of $3,768.25 for a total cost of $79,133.25.
•  The companion construction JPA is also in the process of being amended, and has been scheduled for the Board of County Commissioner’s agenda on September 10, 2020 [Legistar File No. 20-661A].

PID No. is 004071A - The total amended cost including administrative fees is $79,133.25, increasing the JPA amount to $236,313.00.

Summary:

The City has extended the Rosery Road and Drainage Improvements Phase I project limits to include approximately 1,100 linear feet (LF) from the west side of Missouri Avenue to the east along Rosery Road.  The existing aging water mains are in conflict with the proposed road improvement requiring the relocation and realignment of the water mains to accommodate the proposed project’s extended limits.  The design work will also include new water service lines, hydrants, meter boxes, automatic meter readers (AMR), appurtenances, and miscellaneous construction. The extension to the engineering design and post design services will cost $75,365.00, plus a 5% administrative fee of $3,768.25 for a total cost of $79,133.25.  The overall project cost to the County including Amendment No. 1 is $236,313.00.

 

Background/Explanation:

On May 30, 2019, the County Administrator approved the JPA with the City for the engineering design and post design services of the relocation and replacement plans of the County’s potable water lines, fire hydrants, service lines, connections, water meters and appurtenances in conflict with the proposed roadway and drainage system improvements, along Rosery Road from the Pinellas Trail to Missouri Avenue.   Construction activities are underway within the extended project limits and construction is anticipated to be complete in September of 2020.

 

Fiscal Impact:

Original JPA                                        $149,695.00

Funding for this project has been derived from the Water Renewal and Replacement Fund.  This amendment is consistent with the FY21-FY26 Proposed CIP Budget.

 

Delegated Authority:

Authority for the County Administrator to sign this Amendment No. 1 is granted under Code Section 2-62 (a)(1).
