Reject the bid from Caladesi Construction Co. on the basis of being non-responsive for not meeting bid requirements.

 

Approval of the award of bid to Denson Construction, Inc. (Denson) for the Philippe Park Pedestrian Bridge Replacement project.

 

                     Eight bids were received with an award recommendation to the lowest, responsive responsible pre-qualified bidder Denson in the amount of $484,717.00.

                     The project consists of replacement of the existing pedestrian bridge with a pre-fabricated steel truss.

                     This is a cooperative project with the City of Safety Harbor.

                     All work is expected to be completed within one hundred eighty consecutive calendar days.

                     Denson is a certified Pinellas County Small Business Enterprise vendor.

 

Bid No. 189-0398-CP (RO); PID No. 003494A; in the amount of $484,717.00 on the basis of being the lowest responsive, responsible bid received meeting specifications. Authorize the Chairman to sign and the Clerk of the Court to attest.

Summary:

The purpose of this contract is to replace the existing pedestrian bridge with a pre-fabricated steel truss.  The proposed pedestrian bridge will be 12 feet wide allowing easier access for runners, walkers and cyclists.  The bridge will also become part of the route for the Best Damn Race held each February in the City of Safety Harbor.

Replacement of the pedestrian bridge is a cooperative project with the City of Safety Harbor.  The City of Safety Harbor provided an application for funds from the Deepwater Horizon settlement and the County was awarded $250,000.  The City agreed to provide a matching amount through an interlocal Agreement with the County.  That Agreement was executed on May 14, 2017.  An Amendment to that Agreement will be presented to the Board of County Commissioners as a companion item to this recommendation for award.

 

Background Information:

Originally constructed in 1984, the existing Phillippe Park Pedestrian Bridge has reached its end of life.  Significant decay in some timber pilings caused the bridge to close in 2017 for repairs.  The bridge closed again in 2018 for a deck replacement due to significant decay in the timber decking.

 

Fiscal Impact:

 

Expenditure not to exceed: $484,717.00

 

Funding is derived from the Capital Improvement Program utilizing Deepwater Horizon settlement funds and through the interlocal agreement with the City of Safety Harbor.  The amendment to the interlocal agreement (companion item via Legistar No. 19-1644A) proposes the County provide additional funding to cover the cost of design, survey, and project management.  These additional funds are available through the Local Option Infrastructure Sales Tax (Penny for Pinellas).
