Approval and execution by the County Administrator of Change Order No. 1 (final) with Denson Construction, Inc. (Denson) in the amount of ($43,706.51)

 

                     The purpose of this contract was the replacement of the existing pedestrian bridge with a prefabricated steel truss at Phillippe Park.

                     Change Order No. 1 (final) decreases the contract amount by ($43,706.51) due to the difference in final quantities as compared to bid award quantities, increases the agreement term by 89 consecutive calendar days (to complete inspections and punch list items) and accepts the contract as complete.

                     This was a cooperative project with the City of Safety Harbor.

                     This project was awarded in October 2019 with substantial completion in June 2020.

                     Denson is a certified Pinellas County Small Business Enterprise vendor.

 

Contract No. 189-0398-CP(JJ); decreases the contract amount by ($43,706.51) for a revised total amount of $441,010.49; agreement term increases by 89 consecutive calendar days for a revised total duration of 269 consecutive calendar days.

Summary:

The purpose of this contract was to replace the existing pedestrian bridge with a prefabricated steel truss.  Originally constructed in 1984, the existing Phillippe Park Pedestrian Bridge had reached its end of life.  Significant decay in some timber pilings caused the bridge to close in 2017 for repairs.  The bridge closed again in 2018 for a deck replacement due to significant decay in the timber decking.

The bridge has become part of the route for the “Best Damn Race” held each February in the City of Safety Harbor.  The pedestrian bridge is now twelve feet wide allowing easier access for runners, walkers, and cyclist.

 

Background/Explanation:

Replacement of the pedestrian bridge was a cooperative project with the City of Safety Harbor.  The City of Safety Harbor submitted a request for funds from the Deepwater Horizon settlement and the County awarded $250,000.00 for the project. The City agreed to provide a matching amount through an interlocal Agreement that was executed on May 14, 2017.

The Board awarded the contract to Denson Construction, Inc. on October 22, 2019 in the amount of $484,717.00. The project was substantially complete on June 12, 2020, with final completion on September 30, 2020.  Final inspection for all work performed under the contract was conducted by representatives of the Public Works Construction Management Division. Liquidated damages do not apply as the additional time was needed to complete walk-through inspections with project stakeholders completion of punch list items addressing stakeholder concerns, project acceptance, receipt and approval of required as
-builts, and receipt of final invoice.

Final quantities have been tabulated resulting in a net decrease of $43,706.51. This is the difference between estimated and final quantities and the balance of unspecified work not used.

Funding for construction was derived from the Capital Improvement Program utilizing Deepwater Horizon settlement funds and matching funds through an interlocal agreement with the City of Safety Harbor.

 

Delegated Authority:

Authority for the County Administrator to approve and execute this Change Order is granted under Code Section 2-62 (a)(3).
