Recommended Action

Approval and execution by the County Administrator of the Agreements with Pinellas Ex-Offender Re-Entry Coalition, Inc. (PERC), Pinellas County Urban League, Inc. (PCUL), and Area Agency on Aging of Pasco-Pinellas, Inc. (AAAPP) for continued services.

● These agreements provide funding support for three (3) programs: PERC-STARS program for job training, employment support and job placement; AAAPP’s program for senior meals; and PCUL’s Urban Youth Empowerment Program (UYEP) providing job and life skills training and support for youth.

● Funding has been budgeted in the Human Services fiscal year 2020 (FY20) Annual Appropriation to support approximately six (6) months of program funding as follows:
PERC: $213,380.00; AAAPP: $50,000.00; PCUL: $138,150.00

● Under a decision package for FY20, $750,000.00 was allocated for community program support.  Funding in the amount of $401,530.00 is supporting the six (6) month agreement extensions for PERC, AAAPP, and PCUL.  The remaining $348,470.00 will be competitively distributed through a simplified Social Action Funding (SAF) grant process.

● In addition, nineteen (19) SAF agreements totaling $800,495.00 have been processed for one-year renewals under Legistar Item #19-440D and Legistar Item #19-1231A.

● A new, competitive SAF solicitation will be released in early 2020 seeking applications for awards starting in FY21.

Summary:

 

Funding in the amount of $401,530.00 is supporting the six (6) month agreement extensions for PERC, AAAPP, and PCUL.

The PERC Agreement provides funding to support and expand the STARS program.  STARS will provide job training, support and placement for individuals whom are hard to place in employment. Since our funding began in FY19 they have had a job placement rate of over 70%.

The AAAPP Agreement provides funding for home delivered meals for seniors in Pinellas County.  The pilot program began in FY19 as an alternative for senior meal deliveries. The program began feeding clients in March 2019 and have served 82 clients. 

The PCUL Agreement provides funding to support the UYEP for youth ages 14-24 who are considered at-risk and reside in targeted communities within Pinellas County. UYEP works with youth to remove barriers to economic and educational success by providing comprehensive workforce and career development support, as well as wraparound case management. The program assisted 100 youths during FY19.

 

Background/Explanation:

Based off of a national model, the core of STARS is a four-week training workshop that takes a tough love, no excuse approach to work readiness. The curriculum delves into the root causes of a person’s inability to obtain and keep a job. All program graduates receive two years of follow-up services including employment development/placement. Since the relaunch in mid-2017, there have been 73 successful completions with many participants receiving multiple certifications. They are currently operating with a 70% job placement rate.

The Area Agency on Aging of Pasco-Pinellas, Inc. (AAAPP) is a non-profit agency serving seniors and their caregivers in Pasco and Pinellas. AAAPP is focused on funding, advocacy, services and programs for seniors.  AAAPP will continue to administer this meal delivery program to prevent food insecurity among seniors.

PCUL was founded in 1978 and provides workforce development, health initiatives, and education and financial empowerment for underserved populations.  PCUL expects that 30% of program participants will complete an internship or be placed in unsubsidized employment, 25% will be placed in post-secondary education or obtain certification, and 70% will increase life and employability skills, as well as complete financial empowerment training.

Fiscal Impact:

Funding in an amount not to exceed $401,530.00 has been included in the Human Services’ FY20 Tentative Budget for this purpose.
