Recommended Action

Approval to reinstate and ratify the Coastal Route Funding Agreement with Pinellas County Suncoast Transit Authority (PSTA) for the Jolley Trolley coastal route.  Authorize the Chairman to sign and the Clerk of the Court to attest.

 

                     Agreement is retroactive to October 1, 2017 for all funding partners and PSTA.

                     The City of Clearwater Downtown Development Board and the Cities of Clearwater, Dunedin, and Tarpon Springs remain as funding partners to this agreement.

                     This agreement provides funding for the PSTA to supplement trolley fares paid by the public. The County will contribute $41,352.00 in FY19, which will increase by 5% each year thereafter from the Transportation Trust Fund.

Summary:

Approval of this agreement will reinstate, ratify, and renew the Coastal Route Funding Agreement with the Pinellas Suncoast Transit Authority (PSTA) and the other funding partners, retroactive to October 1, 2017.  Additionally, the City of Clearwater Downtown Development Board (CDDB), City of Tarpon Springs, and the City of Dunedin remain as funding partners to this agreement as reflected in Exhibits A, B, and C.

This agreement provides funding for the PSTA to supplement trolley fares paid by the public.  The combined total funding by the partnering agencies enables PSTA to continue fixed route trolley services between Clearwater Beach, downtown Clearwater and the Tarpon Springs Sponge Docks, with service stops in Dunedin and Palm Harbor/Ozona.

 

Background Information:

The Coastal Route trolley service enhances the PSTA’s transportation alternatives by providing a fixed route transit service from Clearwater Beach to the Tarpon Springs Sponge Docks, increasing transportation alternatives for the public.  The County has provided funding for this fixed route service since 2010.

 

 

 

Fiscal Impact:

This agreement provides partial funding to supplement fares for the Jolley Trolley coastal route, is retroactive to October 1, 2017, and revises the agreement end date to September 30, 2022. The County’s portion of funding, beginning on October 1, 2018 and ending on September 30, 2019 (FY19), shall be for the annual amount of $41,352, and is provided through the Transportation Trust Fund.  The distribution of funding by the parties for FY19 is as follows:

The above rates shall increase by five percent (5%) each year thereafter through the term of this agreement.  Therefore, the last rate increase, per the terms of this agreement, will occur on October 1, 2021.  This agreement is effective to September 30, 2022, which is in accordance with the term of the agreement between the PSTA and Jolley Trolley Transportation of Clearwater, Inc.  Should any additional funding options be proposed that are in addition to the above, they will be submitted by the PSTA as an amendment request to the agreement.

 

The PSTA had established a farebox recovery estimate and an advertising recovery estimate in the original 2016 agreement.  Per the original agreement terms, the partners were responsible for ensuring that Jolley Trolley received the advertising recovery estimate, and the PSTA was responsible for ensuring that Jolley Trolley received the farebox recovery estimate.  The obligation of the parties for the advertising recovery estimate was only effective the first year of the agreement.
