Summary:

This First Option of Renewal provides funding for Pinellas Hope, an emergency shelter which provides safe, temporary housing and support services to individuals and couples (not families) as they work toward self-sufficiency through September 30, 2019.

This action amends the agreement to accurately reflect a name change for the Pinellas Homeless Management Information System (PHMIS), includes requirements to implement Housing First and coordinated entry principles, and use a universal release of information form to improve partner agency coordination.

 

Background Information:

In December 2007, Catholic Charities established Pinellas Hope in partnership with the local government, businesses, the interfaith community and other not-for-profits to provide approximately 250 units of temporary emergency shelter to homeless individuals. Ten years later, Pinellas Hope has expanded from what was known as a small tent city to a larger campus-style setting that includes approximately 160 tents, 70 Hope Cottages and 150 permanent supportive apartment units for veterans, chronic homeless individuals and other high need/high utilizer populations.

On August 18, 2015, the Board of County Commissioners (Board) approved the original agreement with Catholic Charities for $500,000.00 per fiscal year (FY) to provide emergency shelter, food, transportation, employment assistance and social services to citizens facing homelessness. The Board approved a separate funding agreement in FY17 for $107,327.00 to fund additional staff to deliver direct supportive case management services. Since the December 2007 opening, Pinellas Hope has assisted more than 7,980 people, of which over 5,040 residents have transitioned to stable housing.

 

Fiscal Impact:

Funding in an amount not to exceed $500,000.00 has been included in the Human Services’ FY19 General Fund appropriation request. This amount is consistent with the Fiscal Year 2018 (FY18) Adopted Budget.
