Summary:
Funding in these Agreements will provide two (2) full-time Supportive Housing Specialists at each agency to deliver direct supportive services and case management for disabled residents of the agencies’ Permanent Supportive Housing units. Services include development of a treatment plan, use of Motivational Interviewing to build motivation and strengthen commitment among residents, use of evidence based practices of Seeking Safety to help increase awareness of trauma response, and other educational and supportive services.
Background/Explanation:
On August 6, 2016, the Pinellas County Board of County Commissioners (Board) unanimously passed a Resolution to Endorse Housing First and the Coordinated Entry System. As part of a comprehensive approach to systematically reduce homelessness in the County, the Board authorized a substantial investment for Fiscal Year 2017 (FY 17), which included funds for Permanent Supportive Housing services.
The United States Interagency Council on Homelessness defines Permanent Supportive Housing as an evidence-based housing intervention that combines non-time-limited affordable housing assistance with wrap-around supportive services for people experiencing homelessness, as well as other people with disabilities.
Boley and Catholic Charities work with the local Continuum of Care to provide supportive housing opportunities for homeless and disabled populations within the County. Boley has fifteen (15) new veteran family housing units and fifty (50) new individual housing units coming available, and Catholic Charities will soon make available seventy-six additional supportive housing units. The provision of supportive services and case management to these residents is key for identifying client goals, overcoming treatment barriers, establishing supports, and achieving and maintaining housing stability.
Desired outcomes of these services include maintenance of equal or more independent housing by participants, maintenance or increase of participant income, and involvement of participants in meaningful daily activity, such as treatment, employment, volunteerism or school.
Fiscal Impact:
Funding in the amounts not to exceed $119,685.00 and $107,327.00 per FY for Boley and Catholic Charities, respectively, is budgeted in the Human Services General Fund appropriation for FY17. This amount was identified within the Homeless System of Care Decision Package for supportive housing and appropriated by the Board in the FY17 budget process.

Authority for the County Administrator to sign these Agreements is granted under Code Section 2-62 (a)(1).
