Approval and execution by the County Administrator of the First Option of Renewal and Amendment 1 with Catholic Charities of St. Petersburg, Inc. (Catholic Charities) for permanent supportive housing services.

● The Agreement provides funding for two (2) full-time Supportive Housing Specialists to deliver direct supportive services and case management for disabled residents of the permanent supportive housing units.

● Funding in an amount not to exceed $107,327.00 has been included in the Human Services’ Fiscal Year 2020 (FY20) General Fund budget request.

Summary:

This Agreement provides funding for two (2) full-time Supportive Housing Specialists to deliver direct supportive services and case management for disabled residents of the Permanent Supportive Housing units. Services include development of a treatment plan, use of motivational interviewing to build motivation and strengthen commitment among residents, use of evidence based practices of seeking safety to help increase awareness of trauma response, and other educational and supportive services.

This action amends the Agreement to include requirements of Housing First and coordinated entry principles and requirements for disaster response.

 

Background/Explanation:

On August 6, 2016, the Board of County Commissioners (Board) passed a Housing First Resolution. As part of a comprehensive approach to systematically reduce homelessness in the county, the Board approved funds for Permanent Supportive Housing services.

Catholic Charities works with the local Continuum of Care to provide supportive housing opportunities for homeless and disabled populations within Pinellas County. Catholic Charities made available seventy-six additional supportive housing units. The provision of supportive services and case management to these residents is key for identifying client goals, overcoming treatment barriers, establishing supports, and achieving and maintaining housing stability. During FY19, the program served 123 clients in the first and second reported quarters.

 

Fiscal Impact:

Funding in an amount not to exceed $107,327.00 has been included in the Human Services’ FY20 Budget Request.

 

Delegated Authority:

Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62(a)(1).
