Summary:

This Amendment provides one-time funding to assist with the completion of an emergency fire access road that is required for the Hope Cottages initiative at Pinellas Hope. Hope Cottages are modular housing units constructed from industrial shipping containers, which provide safe housing to homeless individuals while they work to stabilize their lives and move towards accessing permanent housing. 

 

Background/Explanation:

Pinellas Hope is a transitional housing shelter in St. Petersburg, FL which provides safe, temporary housing to over 250 individuals and couples (not families) as they work toward self-sufficiency. In addition to temporary housing, Pinellas Hope provides education, employment opportunities, access to health care, case management, among other follow-up services.

On August 18, 2015, the Board approved a separate Funding Agreement with Catholic Charities in the amount of $500,000.00 per fiscal year (FY) to support the operation of the Pinellas Hope program. In FY16, the Pinellas Hope program received one-time only supplemental funding of $100,000.00 to complete the construction of four (4) cottages for homeless individuals under the Hope Cottages Initiative. The Hope Cottages initiative seeks to ultimately construct and place fifty (50) cottages which will provide 150 beds for homeless individuals living at Pinellas Hope.

In order to help further the Hope Cottages Initiative, this Amendment provides one-time funding to assist with the construction portion of an emergency fire access road (access road). The access road will be completed in partnership with the City of St. Petersburg, who is funding the asphalt milling material and truck services necessary for the project.  An access road is required for Catholic Charities to complete placement of additional Hope Cottages at the site. Currently twelve (12) Hope Cottages are in place and twelve additional Hope Cottages are ready to be placed upon completion of the access road. 

 

Fiscal Impact:

The cost to construct the fire road is an amount not to exceed $35,850.00 in FY17 only. The total contract amount for FY17 will be $535,850.00. 

 

Funding for the Amendment has been identified within the Human Services’ General Fund appropriation for FY17 within Homeless Services.

 

Delegated Authority:

Authority for the County Administrator to sign this Amendment is granted under Code Section 2-62 (a)(1).
