Recommended Action

Approve the award of bid to Keystone Excavators, Inc. for the Wall Springs Park Coastal Additions Project (phases 1 and 2).

Bid No. 178-0208-CP(LN): PID No. 000062A; in the amount of $3,487,186.40 on the basis of being the lowest responsive, responsible bid received meeting specifications; all work is expected to be completed within 730 consecutive calendar days.  Authorize the Chairman to sign and Clerk of Court to attest.

Summary:

The purpose of this project is to expand and improve Wall Springs Park, located along Alternate US 19 in the Palm Harbor area of unincorporated Pinellas County.

 

Background Information:

Proposed project improvements include the additions of a 3-bay picnic shelter, restrooms, parking, an elevated observation deck, both natural and paved biking, hiking, and walking trails, a crushed concrete maintenance road, a dry retention pond and a five (5) foot sidewalk along Wai Lani Road to Alternate US 19.  In addition, work includes removal of a portion of an existing concrete rubble seawall at the northwestern boundary of the park and replacing it with natural stone.

 

Fiscal Impact:

Expenditure not to exceed $3,487,186.40

 

Funding is derived from the Local Infrastructure Sales Tax (Penny for Pinellas):  Culture and Recreation, Countywide Parks Projects program allocation.
