Approval and execution by the County Administrator of Change Order No. 2 (final) to the contract with Keystone Excavators, Inc. (Keystone) for the Wall Springs Park Coastal Additions I & II.

 

                     The purpose of this project was to expand and improve Wall Springs Park, located along Alternate US 19 in the Palm Harbor area of unincorporated Pinellas County.

                     Change Order No. 2 (final) increases the contract by $24,886.08.

                     The amount of the increase is due to final adjustment of quantities utilized as compared to the estimated quantities provided in the competitive document.

                     Award of bid to Keystone was approved by the Board of County Commissioners (Board) on June 19, 2018. The County Administrator approved Change Order No. 1 in the amount of $112,500.00 on April 30, 2020 to accommodate modifications to a sanitary sewer lift station.

 

Contract No. 178-0208-CP(PLU); PID No. 000062A; increases the contract amount by $24,886.08, for a revised total amount of $3,624,572.48.

Summary:

Change Order No. 2 (final) increases the expenditure by $24,886.08 and accepts the contract as complete.  The contract was substantially complete on April 13, 2020 and obtained final completion on July 21, 2020.  Liquidated damages do not apply, as the County received substantial and beneficial use on April 13, 2020.  All work was completed within six hundred ninety-one (691) days and ahead of schedule.  Final inspections for all work performed under the contract were conducted by the representatives of the Public Works Construction Management Division, Engineer of Record, Parks Department, Engineering Project Manager, and the Utilities Department.

 

Background/Explanation:

This contract was originally awarded by the Board on June 19, 2018 in the amount of $3,487,186.40, for a total construction duration of six hundred ninety-one (691) consecutive calendar days.  Change Order No. 1 was approved by the County Administrator on April 30, 2020 increasing the contract by $112,500.0 to accommodate modifications to a sanitary sewer lift station and for changes to trail access for emergency response vehicles. 

The purpose of this project was to expand and improve Wall Springs Park, located along Alternate US 19 in the Palm Harbor area of unincorporated Pinellas County.  Project improvements include the addition of a three (3) bay picnic shelter, restrooms, parking, elevated observation deck, natural and paved biking, hiking, and walking trails, crushed concrete maintenance road, dry retention pond and a five (5) foot sidewalk along Wai Lani Road to Alternate US 19.  In addition, work included removal of a portion of an existing concrete rubble seawall at the northwestern boundary of the Park and replacing it with natural stone.
