Summary:

This agreement outlines funding, equipment, supplies and standards of training to support the operations of the Pinellas County Hazardous Materials (Hazmat) Response Team (PCHMRT).

 

Background Information:

For over 30 years, the Cities of Largo, Pinellas Park, Seminole, St. Petersburg and the Palm Harbor Special Fire Control & Rescue District have worked together in the operation of the PCHMRT.

Some features of the new agreement:

- The agreement more thoroughly documents the vehicles, equipment and supplies provided by the County and improved language to fully document the roles and responsibilities of the provider agencies and the County.

- Establishes an Unmanned Aircraft System (Drone) program to allow aerial photography of emergency incidents to assist Incident Commanders with real time imagery to identify hazardous materials and field conditions before Hazmat personnel can make safe entry. This resource will also be available for other types of emergencies and events including wildfires, large scale incidents, mass gatherings, missing persons, etc.

- Please note the Largo agreement does have one added section (Section 912) to document the filing of the agreement with the Clerk of the Court as requested by the City. The other providers did not require this language.

 

Fiscal Impact:

The FY18 training reimbursement cap for Largo, Palm Harbor, Pinellas Park, Seminole and St. Petersburg is $56,400.00 for each agency. This is the current cap, which has not increased since October 2007. In FY19 and FY20, the reimbursement cap for Largo, Palm Harbor, Pinellas Park, and Seminole increase by $4,200 each as laid out below. The reimbursement cap for St. Petersburg increases by $56,400 to cover a second response team, for reimbursement up to $112,800 in FY19 and subsequent years.

 

The FY19 training reimbursement cap for Largo, Palm Harbor, Pinellas Park and Seminole is $60,600.00, and for St. Petersburg is $112,800.00.

 

In FY20 and future years, the training reimbursement cap for Largo, Pinellas Park, Palm Harbor and Seminole is $64,800.00, and for St. Petersburg is $112,800.00.

 

These amounts are increasing to phase in full funding over three fiscal years for all necessary continuing education and training for the Hazardous Materials Technicians. Largo, Pinellas Park, Palm Harbor and Seminole have a total of 19 Hazmat personnel, with 38 personnel for St. Petersburg.

 

The County will provide, in any fiscal year, up to $7,600.00 each for Largo, Palm Harbor, Pinellas Park and Seminole to reimburse the cost of Hazmat medical examinations, and up to $15,200.00 for St. Petersburg to cover these costs.

 

The County will reimburse up to $6,000.00 for overtime and backfill costs in any fiscal year, for all five (5) contractors combined, to attend Unmanned Aerial Systems certification. County staff preauthorize this training to ensure the reimbursement cap is not exceeded.

 

Reimbursement for travel expenses to attend training or professional conferences is up to $10,000.00 in any fiscal year, for all five (5) contractors combined. County staff preauthorize travel expenses for training to ensure the reimbursement cap is not exceeded.

 

Funding to support the County’s obligations in the first year of these agreements is included in the FY18 Budget for the Fire Regional Services program within the General Fund.

 

The effective date of these agreements is retroactive to October 1, 2017 for reimbursement purposes.
