Approval by the County Administrator of the purchase authorization with Fisher Scientific Company, LLC, as requested by the Department of Safety and Emergency Services, for the purchase of self-contained breathing apparatus (SCBA) and supporting equipment.

 

                     Provision of life saving equipment for emergency responders. Adherence to the Pinellas County Technical Rescue Team Agreement and the Pinellas County Hazardous Materials Response Team Agreement.

                     The Board of County Commissioners (Board) approved and executed the Pinellas County Technical Rescue Team Agreement, effective October 1, 2015 through September 30, 2020, to provide specialized rescue services to residents

                     The Board approved and executed the Pinellas County Hazardous Materials Response Team Agreement, effective October 1, 2017 through September 30, 2022, to protect residents from exposure to the dangers of various hazardous substances.

Summary:

This purchase authorization is for the purchase of Self Contained Breathing Apparatus equipment. A detailed list of items is attached but in general includes 32 sets of emergency breathing air cylinders, carrying bags, voice amplifiers, personnel accountability systems and firefighter track and location systems. The equipment is utilized by the special teams of Hazardous Materials and Technical Rescue in immediately dangerous to life environments. This life-saving equipment will allow emergency responders to provide protective services to the community.

 

Background/Explanation:

Approval of the purchase authorization will enable the County to maintain compliance with the Technical Rescue Team and Hazardous Materials Response Team Agreements.

The Board approved and executed two (2) interlocal agreements with other municipalities and the County. The Agreements establish funding by the County for the contracted municipalities. In return, municipalities provide rescue support and services as well as Hazmat support and services to the community.

The first Agreement is the 2016 Pinellas County Technical Rescue Team which is effective from October 1, 2015 through September 30, 2020.

The second Agreement is the 2017 Pinellas County Hazardous Materials Response Team Agreement which is effective from October 1, 2017 through September 30, 2022.

Pricing, terms and conditions are through Florida State Contract No. 41120000-15-ACS, Research Laboratory Supplies.

 

Fiscal Impact:

Purchase of SCBA and supporting equipment not to exceed                     $408,050.20

 

Funding is appropriated in the FY19 Budget for this expenditure in the Fire Regional Program of the Safety and Emergency Services Department.

 

Delegated Authority:

Authority for the County Administrator to approve purchases in any amount from State of Florida contracts is granted under Code Section 2-185 (a)
