Approve the Technical Rescue Team (TRT) Agreement with the Cities of Clearwater, Largo, Pinellas Park and St. Petersburg.

Authorize the Chairman to sign and the Clerk to attest.

Summary:

This agreement sets the training reimbursement funding and establishes the responsibilities of the participants.  The term of this agreement is for an initial five (5) years with the option to renew for one (1) additional five (5) year period.  

 

Background Information:

The TRT was established to provide Pinellas County with specially trained personnel to respond to specialized rescue incidents; confined space, high angle/advanced rope, trench and excavation, water, wilderness, structural collapse and complex vehicle and machinery extrication.  Specifically the rescue of victims, hazard mitigation, technical guidance and advanced medical support.   

The team is composed of 120 specially trained emergency response personnel from the cities of Clearwater, Largo, Pinellas Park, and St. Petersburg. 

 

Fiscal Impact:

Annual expenditure of up to $225,600.00 in compensation to the contractors is included in the FY16 Adopted Budget for the EMS Fund.  Additional expenses associated with other County obligations in the agreement are also budgeted at an estimated cost of $291,700.00 in FY16 EMS and Fire Operations Budgets.  The recurring expenses are included in the EMS and Fire Operations Budgets submitted for FY17.
