Approval of the extension of the Pinellas County Hazardous Materials Response Team Agreements with the Cities of Pinellas Park, Seminole, St. Petersburg, and the Palm Harbor Special Fire Control & Rescue District.

 

                     Exercises the option for renewal for four of the five existing contracts representing six teams for an additional five-year period. (Largo contract expected next month) and St. Pete has 2 teams.

                     Summary of updates include:

- Requirements for Advanced Practice Paramedics; Logistics/Medical Liaison

- Adjusts reimbursement for medical exams from $400.00 to $600.00 per person

- Updates vehicle replacement schedules and several appendices

                     $40k annually for contract instructional training from third party vendors had previously been budgeted separately. This has now been incorporated within these agreements.

                     The effective date of this extension shall be retroactive to October 1, 2022, for reimbursement purposes.

                     Fiscal Year (FY) 2022 cost ($361,200.00 + $40,000.00) $401,200.00 increases to FY23 cost of $414,200.00 over previous contracts representing a 3.2% change.

                     Total five-year cost changes from (FY18-22) $1,911,800.00 to (FY23-27) $2,232,434.00 representing a 16.8% change over 5 years.

 

Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Extension of the Pinellas County Hazardous Materials Response Team (PCHMRT) Agreement with the Cities of Pinellas Park, Seminole, St. Petersburg and the Palm Harbor Special Fire Control & Rescue District.

Background Information:

Article VIII, Section 801, of the PCHMRT Agreement provides for an option for renewal of the term for an additional five (5) year period following the initial term.

The Contractor and the County agree that, except as provided herein, upon approval of this Extension, all terms of the PCHMRT Agreement will remain in force and effect as if the original term extended to September 30, 2027.

In addition to the extension of the term the summary of updates for this extension include:
-  Added definition for Advanced Practice Paramedics
-  Added definitions for various categories of Hazmat Instructors
-  Requirements for Advanced Practice Paramedics
-  Added Logistics Liaison
-  Added Medical Liaison
-  Clarifies the training reimbursement amounts
-  Adjusts reimbursement for medical exams from $400 to $600 per person
-  Clarifies authorized travel procedure
-  Updates reimbursement for training instructors
-  Updates vehicle replacement schedule
-  Updates Appendix C Equipment
-  Updates Appendix D Supply Inventory

The effective date of this Extension shall be retroactive to October 1, 2022 for reimbursement purposes.

 

Fiscal Impact:

The FY23 fiscal impact is a not to exceed amount of $414,200 made up of the following three (3) components:

                     Hazardous Materials Training and Instructor costs $347,200

                     Hazardous Materials Team Member annual physicals $57,000

                     Hazardous Materials Team Member Travel costs $10,000

 

The four (4) reimbursement-based agreements are projected to total $2.7M over the 5-year service period (FY23 through FY27). Beginning in FY24, each agreement includes a 5.0% annual inflationary increase for costs associated with staff and instructor time devoted to training (overtime and backfill for shift coverage).  

 

Funding to support these services is included in the FY23 Fire Regional Services Program Budget, within the General Fund Budget for Safety and Emergency Services.
