Recommended Action

Approve the Local Funding Agreement (LFA) with the Florida Department of Transportation (FDOT) for the Gateway Expressway Project - SR 690 at US 19, and SR 686 at CR 611 to West of I-275.

This LFA provides $55.75 million of Penny for Pinellas funding to FDOT toward the total cost of the Gateway design-build project that is being administered by the FDOT. The LFA will remain in effect for 360 days following the issuance of all final payments and reimbursements, for a total anticipated contract duration of approximately 5 years.  The FDOT financial project number is 433880-1-52-01; the County PID number is 000297A, Gateway Expressway Project (formally known as 118th Avenue Expressway).

Additionally, approve the Federal Aviation Administration’s Release of Federal Surplus Property Obligation acceptance letter and Deed of Release to sell and convey Pinellas County property to the Florida Department of Transportation for purposes of the Gateway Expressway Project.

Summary:

Approval of this LFA will allow the project to proceed towards construction through the design-build process that is being administered by FDOT. The County had earmarked $70 million for this project from Penny III funds.  Funds have already been expended by the County for preliminary design activities and the Solid Waste slurry wall relocation.  Funds are also dedicated to utility relocation to be expended during construction.  This LFA is the mechanism to transfer the remaining amount of $55.75 million of the original $70 million earmark.

 

Background Information:

On January 8, 2008, the Board of County Commissioners (BCC) approved a Transportation Regional Incentive Program Agreement with FDOT that transferred $5.2 million to FDOT for the preliminary design of the 118th Avenue Expressway project.

On June 19, 2008, the BCC approved a Joint Participation Agreement with FDOT for the slurry wall relocation within the 118th Avenue Right-of-Way, in preparation for the FDOT Gateway project, at a cost of $4.3 million.  A utility relocation set-aside of $4.75 million is to cover future expenses during construction, including the installation of fiber optic cable to the St. Pete-Clearwater International Airport.

As additional components of the LFA, the County will be donating to FDOT joint use drainage ponds, which FDOT will maintain in perpetuity.  FDOT will also be purchasing real property parcels from the County needed for construction of the project that could not be donated due to federal restrictions associated with the release of federal surplus property that was transferred to the airport owner under the Surplus Property Act of 1944.

 

Fiscal Impact:

The $55.75 million is budgeted in the County’s Capital Improvement Program from the Infrastructure Sales Tax (Penny for Pinellas).
