Recommended Action

Approval and execution by the County Administrator of the purchase authorization with Bourntec Solutions, Inc. (Bourntec) to upgrade the existing E-Business Suite landscape for the Business Technology Services (BTS) department.

 

§                     Purchase authorization with Bourntec to upgrade the existing Oracle E-Business Suite system from 12.1.3 to 12.2.9 and Oracle Database to 19c 3 before current releases are unsupported. 

§                     This is a multi-track upgrade: Track-1 focus will be on a technology refresh that takes advantage of the latest technology by Oracle. Track-2 will be more comprehensive in terms of delivering the end-to-end upgrade for the County.

§                     This effort will deliver: identification of new features/functions to address current system issues and requested changes to assist the business; seamless assessment, analysis, and remediation of existing customizations (CEMLIs) and elimination and/or migration within the 12.2.9 environment; ensure business as usual (BAU) during migration/upgrade to new release; ensure proper integration of systems; and technical knowledge transfer to key BTS resources.

§                     Pricing is per General Services Administration contract No. 47QTCA18D00LEr

§                     Total expenditure of $550,000.00 for thirty-six months with an annual estimated average expenditure of $183,333.33.

 

Contract No. 190-0719-G(SB) in the amount of $550,000.00 for thirty-six months.

Summary:

This Purchase Authorization will allow BTS to upgrade the existing Oracle E-Business Suite system from 12.1.3 to 12.2.9 and Oracle Database to 19c 3 before current releases are unsupported.  This is a multi-track upgrade with Track-1 key focus on a technology refresh that takes advantage of the latest technology stack of the new release. Background/Explanation:

On January 05, 2010, the County Administrator approved the implementation of the Oracle E-Business Suite software.

 

Fiscal Impact:

Total expenditure not to exceed:                     $550,000.00

 

Annual not to exceed amount:                     $183,333.33

 

Funding is derived from the BTS Labor and Operating Budget

 

 

Delegated Authority:

Authority for the County Administrator to approve the purchase authorization is granted under Code Section 2-185(b).
