Approval of Amendment No. 7 and Master Agreement with Environmental Systems Research Institute, Inc for geographic information systems software.
• This contract provides for Geographic Information Systems (GIS) software, maintenance, training and support services approved by the Board of County Commissioners on April 24, 2012.
• This Amendment No. 7 in the amount of $4,725,000.00 for a term of five years right sizes growth incurred by the County for its expanded adoption, application and use of GIS in support of County business and citizen engagement and is inclusive of evolving products, capabilities, premium support, and advanced consultancy and continued.
• Adopted via Amendment 4, Amendment 7 also provides for an unlimited license model with a fixed payment schedule. Amendment No. 4 was approved in anticipation of significant growth (doubling) of GIS infrastructure. Amendment 7 reflects this rightsizing.
• With support and guidance from our Enterprise GIS Steering Committee, the County’s use of GIS has grown immensely over the last 5 years.
• Growth includes users and infrastructure supporting 20 County departments and agencies.
• GIS is the foundation for the County’s Enterprise Asset Management program which leverages all asset and spatial-related information.
• Using GIS, County staff and its citizens have been able to leverage authoritative, enterprise GIS data along with over 70 GIS applications to make better data-driven decisions and become a smart community.
Contract No. 112-0313-N (JJ); increase in the amount of $4,725,000.00 for a revised total contract amount of $9,970,800.00, with an annual amount of $945,000.00 for the five-year term; effective through April 23, 2025. Authorize the Chairman to sign and Clerk of the Circuit Court to attest.

• Approved the non-competitive purchase of an ESRI, Enterprise License Agreement (ELA) on April 24, 2012;
• Approved Amendment No. 2 to modify verbiage on March 12, 2013; and
• Approved Amendment No. 4 to modify the renewal term on February 9, 2016;

• Approved Amendment No. 1 on October 1, 2012 to add online account subscriptions, signed an agreement to add a community maps program on December 12, 2012, and approved a change order for an increase for learning credits on March 20, 2014;
• Approved Amendment No. 3 to increase users on April 25, 2014;
• Approved an increase in the amount of $70,000 for the cost of ArcGIS Online Surge licenses on August 11, 2018; and
• Approved Amendment No. 6 in the amount of $225,000 to provide for building and sharing of 2D and 3D content to create a Countywide 3D base map.
On October 27, 2017, BTS approved Amendment No. 5 to add Insights for ArcGIS software.

Amendment No. 7 includes yearly growth across all County departments along with additional users that will need licensing for Track 2 of the Enterprise Asset Management (EAM) project and is inclusive of expanded product access to ArcGIS Urban, Indoors, Hub, Enterprise Utility Network Extension, Street Map Premium, Navigator for ArcGIS, and premium support.
This amendment will also provide for continued support for GIS Applications: Know Your Zone - Evacuation Zone, shelter and accommodation look up; Pinellas County Crime Viewer - displays crime in Pinellas County and allows for a daily email with crimes within a radius of an address; Property Appraiser's Tax Parcel Viewer - allows users to search for parcel information; Public WebGIS - allows the public to search for information related to an address; Blue Sky Road Closures - Public facing non-emergency road closure application; Flood Map Service Center - Flood information; Opioid Epidemic in Pinellas County - joint project with Pinellas Health Department to increase opioid awareness; Future Penny For Pinellas Projects - proposed projects for County 1% sales tax; Transportation Improvement Program - projects related to transportation; Mobile Applications: Used by field staff for inspections and collection of data such as: damage assessment, stormwater infrastructure, traffic signs, signals and poles, sidewalks, trees and more; Damage Assessment Operations Dashboard displays property data collected during Hurricane Irma; Public Works Field EOC Viewer displays information related to work requests; WebGIS, PCUGIS, and Development Review Services Viewer.

Funding is derived from the Business Technology Services Fund; Service Operating budget for Enterprise Geographical Information Systems (EGIS). The contract amount is consistent with the FY20 Adopted Budget and FY21 budget request.
