Approval and execution by the County Administrator of Amendment No. 6 to the Agreement for geographic information software as requested by the Business Technology Services Department (BTS), with Environmental Systems Research Institute, Inc.
• This contract provides for Geographic Information Systems (GIS) software, maintenance, training and support services
• Amendment No. 6 in the amount of $225,000.00 through April 23, 2020.
• Amendment No. 6 will provide for the building and sharing of 2D and 3D content to create a Countywide 3D base map to generate subsequent 3D building information.
Contract No. 112-0313-N(RO); increase in amount of $225,000.00, for a revised total contract value of $5,245,800.00 with an annual amount of $780,725.00, effective through April 23, 2020.

Summary:
Amendment No. 6 will enable the County to enhance its GIS infrastructure system to build capacity through creating, managing, analyzing, visualizing and sharing 2D and 3D content as part of a Countywide 3D base map. The extraction of 2D building footprints and the creation of 3D buildings will be the foundation for establishing a complete 3D system of record that can be accessed by staff and contractors.
Background/Explanation:
On April 24, 2012, the Board of County Commissioners (Board) approved the non-competitive purchase of an ESRI, Enterprise License Agreement (ELA). The Board approved Amendment No. 2 to modify verbiage on 3/12/13 and Amendment No. 4 to modify the renewal term on February 9, 2016.
On October 1, 2012, the County Administrator approved Amendment No. 1 to add online account subscriptions, signed an agreement to add a community maps program on December 12, 2012, approved a change order for an increase for learning credits on March 20, 2014, approved Amendment No. 3 to increase users on April 25, 2014 and approved an increase for the cost of ArcGIS Online Surge licenses on August 11, 2018.
On October 27, 2017, BTS approved Amendment No. 5 to add Insights for ArcGIS software.
Fiscal Impact:
Approved total to date not to exceed: $5,020,800.00
Amendment increase not to exceed: $225,000.00
Revised 8-year contract amount not to exceed: $5,245,800.00
Estimated annual expenditure not to exceed: $780,725.00
Funding is derived from BTS Enterprise Licenses & Maintenance Support and BTS Enterprise Geographical Information Services budgets within the BTS Fund. This amendment is consistent with the FY20 Proposed Budget.
