Recommended Action

Approval by the County Administrator of an increase to the purchase authorization as requested by the Business Technology Services Department (BTS), with Environmental Systems Research Institute, Inc. (ESRI) to provide for a software maintenance support upgrade.

Contract No. 112-0313-N(RO) increase in the amount of $70,000.00, for a revised total contract value of $5,020,800.00, with an annual amount of $627,600.00; effective through April 23, 2020.

Summary:

This purchase authorization is for the cost of the initial ArcGIS Online Surge licenses needed for emergency events and are not intended for those that need access to ArcGIS Online on an everyday basis.  These licenses will be used by the County and City partners for Damage Assessment data collection and other emergency related activities and is priced at $16,000.00.  An additional amount of $54,000.00 is required for routing services and for future requests as may be needed through the term of the Agreement.  

 

Background/Explanation:

On April 24, 2012, the Board of County Commissioners approved the non-competitive purchase of an ESRI, Enterprise License Agreement (ELA).

The County Administrator approved a change order for an increase on March 20, 2014, and on February 9, 2016; the Board of County Commissioners approved Amendment No. 4 to modify the renewal term of the ESRI ELA.

 

Fiscal Impact:

Approved total to date not to exceed $4,950,800.00.

Requested increase not to exceed $70,000.00.

Revised 8-year contract amount not to exceed $5,020,800.00.

 

Funding is derived from the Business Technology Services Department Enterprise License and Maintenance Budget in support of the Enterprise GIS Service. The expenditures associated with the surge licenses will be realized in FY18 and was included in the FY18 Estimate used for development of the FY19 Proposed Budget. The increase associated with the routing services will be realized in FY19 and has been included in the FY19 Proposed Budget as the Enterprise GIS Routing Solutions decision package (ID 99).

  

Delegated Authority:

Authority for the County Administrator to approve an increase to this purchase authorization is granted under Code Section 2-62.
