Approval and execution by the County Administrator of the First Amendment to the Funding Agreement with Neighborly Care Network, Inc. (Neighborly) to provide additional food and nutrition services through the Meals on Wheels Program.

Summary:

This amendment provides for a one-time funding increase of $200,000.00 for the Neighborly Agreement to implement the FY18 decision package approved by the Board of County Commissioners (Board).  This is a one-time funding allocation incorporated into a multiyear agreement for support of senior services through the Meals on Wheels Program.

 

Background/Explanation:

Neighborly provides food and nutritional services to homebound seniors age 60 and older in Pinellas County. Neighborly currently receives $96,000.00 in Social Action Funding to provide food/nutrition services through Meals on Wheels and senior lunch programs. The increase in funding will help reduce the program’s Meals on Wheels waitlist goal, by serving approximately 110 additional seniors.

In FY16, Neighborly reported 8,259 clients served and total program meals of 347,592. In FY17, the program reported 5,969 clients served and total program meals of 293,904 during the first three quarters.

 

Fiscal Impact:

A $200,000.00 increase was approved by the Board on August 3, 2017. The increase of $200,000.00 added to the $96,000.00 brings the new total “not to exceed” to $296,000.00 for FY18. This amount is budgeted in the Human Services’ General Fund appropriations for FY18.  Future funding years beyond FY18 will remain at $96,000.00 for the multiyear agreement.

Authority for the County Administrator to sign this Amendment is granted under Code Section 2-62 (a)(1).
