Adopt a resolution and authorize staff to electronically submit a grant application approving the County Local Government funding request to the Florida Department of Environmental Protection Beach Management Funding Assistance program.
• The Pass-a-Grille Beach region of the Long Key Segment is tentatively scheduled to be nourished in 2021 at a total cost of $5,016,000.00 with the County share projected at $940,500.00.
• The Board annually collects and allocates approximately $5,000,000.00 in Tourist Development Tax funds for beach nourishment projects, at least $940,500.00 of which is available to fund the County share for the scheduled 2021 Pass-a-Grille Beach nourishment.
• The most recent nourishment to this project area was in 2014.

Summary:
In order to acquire state funding, Pinellas County (Local Sponsor) must provide a resolution from the Board of County Commissioners which declares support from the Local Sponsor for the project, willingness to serve as the Local Sponsor, ability to provide the full local cost share and identification of the source of funding. The Pass-a-Grille Beach region of the Long Key Segment is tentatively scheduled to be nourished in 2021 at a total cost of $5,016,000.00, with the County share projected at $940,500.00, FDEP share at $940,500.00, and the United States Army Corps of Engineers (USACOE) share at $3,135,000.00.
Background Information:
The proposed resolution along with the application is required as part of FDEP’s Annual Funding Request for Beach Management Projects. The funding request represents a ten (10) year budget projection. This Long-Range Budget Plan is similar in concept to the County multi-year Capital Improvement Program (CIP) budget. The Long-Range Budget Plan is a multi-year budget plan with emphasis on FY 2020-21. This funding request is for the 2021 Pass-a-Grille Beach Nourishment Project. Beach nourishment projects that are part of the Federal Shore Protection Program, which include Pass-a-Grille Beach, are cost-shared with Federal - USACOE and State - FDEP's Florida Beach Management Funding Assistance Program matching funds. The signed resolution is due to FDEP by September 30, 2019.
Fiscal Impact:
Funds have not yet been budgeted in the Coastal Management Section of the County’s Capital Improvement Program (CIP); however, adequate funds are anticipated to be available. Pinellas County's funding request includes $940,500.00 for the Pass-a-Grille Beach nourishment project, which would be matched by $940,500.00 of County funds using Tourist Development Tax. The USACOE would pay the remaining cost of $3,135,000.00. The Pass-a-Grille Beach project costs include construction and monitoring expenses to be paid from Tourist Development Taxes dedicated to beach nourishment.
