Approval of Amendment No. 9 to the Master Agreement with Environmental Systems Research Institute, Inc. (ESRI) for Geographic Information Systems (GIS) software as requested by the Business Technology Services department.
• This contract provides the GIS software, maintenance, training, and support services approved by the Board of County Commissioners on April 24, 2012.
• This Amendment increases the contract by $7,500,000.00 for an additional five years through April 23, 2030.
• Of the $7,500,000.00, $6,000,000.00 ($1.2M x 5 Years) is allocated to the annual enterprise licensing & maintenance fee for ESRI software and covers all GIS products currently in use across constitutional offices.
• The remaining $1,500,000.00 may be utilized by the County on an as-needed basis for future budgeted items to support growth for GIS products and services and emergency activations.
• GIS supports various mission critical functions across constitutional departments, including asset management, permitting, emergency management, property appraisals, election administration, and other services.
• Funding for this amendment is included in the Fiscal Year 2025 operating budget of Business Technology Services.
Contract No. 112-0313-N; increase in the amount of $7,500,000.00 for a revised total contract amount of $17,470,800.00, with an annual amount of $1,500,000.00 for the five-year term, effective through April 23, 2030; Authorize the Chairman to sign and Clerk of the Circuit Court to attest.

Prior approvals by the BCC:
- Approved the non-competitive purchase of an ESRI, Enterprise License Agreement
(ELA) on April24, 2012;
- Approved Amendment No. 2 to modify verbiage on March 12, 2013;
- Approved Amendment No. 4 to modify the renewal term on February 9, 2016; and
- Approved Amendment No. 7 to modify the renewal term on April 7, 2020.
Prior approvals by the County Administrator:
- Approved Amendment No. 1 on October 1, 2012 to add online account
subscriptions, signed an agreement to add a community maps program on
December 12, 2012, and approved a change order for an increase for learning
credits on March 20, 2014;
- Approved Amendment No. 3 to increase users on April 25, 2014;
- Approved Amendment No. 5 an increase for the cost of ArcGIS Online Surge
licenses on August 11, 2018; and
- Approved Amendment No. 6 to provide for building and sharing of 2D and 3D
content to create a Countywide 3D base map.
Prior approvals by the Division Director of Purchasing:
- Amendment No. 8 to minimally modify product offering at no additional cost.
Fiscal Impact:
Approved total to date expenditure not to exceed: $9,970,800.00
Increase expenditure not to exceed for a five (5) year term: $7,500,000.00
Revised total expenditure not to exceed: $17,470,800.00
Estimated annual expenditure for the five (5) year term not to exceed: $1,500,000.00.
Funding for this action is included in the current-year budget of Business Technology Services in the Business Technology Services Fund.
