Approval of the award of bid to David Nelson Construction, Inc. for the South Lake Avenue culvert project.

Bid No. 178-0487-CP (JJ); PID No. 002125A; in the amount of $665,287.90 on the basis of being the lowest responsive, responsible bid received meeting specifications.

Recommend award of utility relocation work as approved by the City of Clearwater in the amount of $254,310.00.  All work is expected to be completed within 270 consecutive calendar days. Authorize the Chairman to sign and Clerk of Court to attest.

Summary:

The purpose of this project is to replace existing twin 66-inch corrugated metal cross drain pipes that have deteriorated and settled due to normal wear and the existing soil conditions. The twin pipes are located on South Lake Avenue, between Barry Road and Jeffords Street, and function as roadway cross drains within Stevenson Creek.

 

Background Information:

Due to the presence of organic soils, the existing roadway and sidewalk have settled considerably. The proposed construction activities will consist of replacing the existing 66-inch corrugated metal pipes with reinforced concrete pipes that will function as a bridge culvert, increasing the lane width from 10.5 feet to 11 feet (per Florida Department of Transportation specification), removal of the underlying organic soils, and increasing the existing sidewalk width from 4 feet to 5 feet in order to meet Americans with Disabilities Act requirements.

The project also includes a Joint Project Agreement with the City of Clearwater for water and sewer line relocations.

 

Fiscal Impact:

County expenditure not to exceed                                           $665,287.90

City Of Clearwater expenditure not to exceed    $254,310.00

Funding is derived from the Local Infrastructure Sales Tax (Penny for Pinellas) in the amount of $665,287.90, and funding from the City of Clearwater in the amount of $254,310.00 for their portion of utility relocation work.
