Summary:
The First Amendment provides for a three hundred sixty five (365) day time extension to the JPA. Construction was delayed approximately six (6) months due to design changes resulting from the inability to acquire the necessary right-of-way for the project. The time extension is necessary as the JPA must be active until the project receives Notice to Proceed.
Through this JPA, the County and the City mutually agree it is economically beneficial to have the County’s contractor perform the City’s utility work as part of construction of the overall project. Primary work to be performed on behalf of the City is replacement, relocation or adjustment of a six inch (6”) water main, eight inch (8”) ductile iron pipe gravity sewer and sixteen inch (16”) casing, and installation of a sanitary sewer bypass that are in conflict with existing cross drains. The JPA also provides the funding mechanism for the City to pay the County in advance of project construction activity commencement.
Background Information:
The County will be improving, reconstructing and/or replacing the existing roadway and drainage for the Lake Avenue Culvert from Barry Avenue to Jeffords Street. County staff anticipates advertising for construction of this project in the summer of 2018, with duration anticipated for approximately nine (9) to twelve (12) months following award of the contract.
This agreement will result in a savings to the County by reducing costs for mobilization, maintenance of traffic, site restoration, as well as having one (1) contractor on-site to coordinate timing of all work. Utilizing the same contractor as the City results in cost savings and project administration efficiencies for all stakeholders.
