Summary:
One of the projects to be carried out under the County’s Annual Action Plan for Fiscal Year 2018 (FY17/18) is the Starting Right, Now, Inc. Facility Rehabilitation project. This facility provides a supportive environment and services to homeless, unaccompanied youth on School Board property at the former Harris/TIPS School located at 4600 Haines Road in St. Petersburg. This Agreement will provide funding to Starting Right, Now for the demolition and reconstruction of a covered walkway and installation of a sport court, hangout deck, community garden, landscaping and necessary site work.
The SPA is effective from October 1, 2017 to June 30, 2019. The Restriction of Use Agreement is a three party agreement that will become effective immediately upon execution by all parties, including Pinellas County, the Pinellas County School Board and Starting Right Now of Pinellas, LLC. The Restriction of Use Agreement shall remain in full force and effect until January 14, 2023.
Background/Explanation
In accordance with the adopted Consolidated Plan and Annual Action Plan, it is necessary to enter into Specific Performance Agreements and Restriction of Use Agreements with qualified agencies to allow for certain activities stated in the Annual Action Plan to be contractually delegated and specify the obligation of the agencies receiving funds in meeting Federal, State and County requirements.
Fiscal Impact:
The total amount of funding for this agreement is not to exceed $163,000.00 during the term of the Agreement. Funding for this Agreement is included in the County’s FY17/18 Budget for Community Development Block Grant (CDBG) funds.
Delegated Authority:
Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a) (1).
