Approval of the Joint Project Agreement (JPA) with the City of Largo (City) for the construction of a new reclaimed water main along the Whitney Road at Wolford Road Intersection Improvement Project from Sapphire Lane to Hidden Springs Place.
• Pinellas County will construct a new 16-inch reclaimed water main as part of the City utility infrastructure impacted along Whitney Road at the Wolford Road intersection from Sapphire Lane to Hidden Springs Place.
• The estimated JPA cost to the City is $429,336.78, to be receipted into an escrow account from which the City’s utility portion will be expensed.
• The City must make payment within 30 days of the County's intent to award bid.
• Construction is anticipated to begin in July 2024. Construction will be completed by July 2026.
• The JPA will expire if the County fails to issue a Notice to Proceed to the contractor within 365 days from the agreement.
• Funding for the County’s portion is budgeted under the Whitney Road and Wolford Road Intersection and Roadway Improvements Project 002109A and Whitney Road- Wolford Road Intersection Water Imp. (Subproject 000831A) Project 002109B, included in the Capital Improvement Plan.

Summary
The County intends to construct intersection improvements on Whitney Road at Wolford Road. Construction will entail adjustment, relocation and/or installation of the City’s utility facilities along, over and/or under the project area. Therefore, the County and the City propose entering a JPA for the utility work to be completed by the County’s contractor as part of the construction of the project.

Background Information:
The primary work to be performed on behalf of the City is the replacement, relocation and adjustment of a 16-inch reclaimed water main that is in conflict with the planned replacement and relocation of an existing roadway culvert located on Whitney Road at Wolford Road. The project consists of improving the Whitney Road and Wolford Road intersection and includes drainage, sidewalk, and roadway improvements from Sapphire Lane to Hidden Springs Place, and realignment of the roadway at the intersection.
The JPA also provides a funding mechanism for the City to pay the County five percent (5%) of the construction cost for construction contract administration and further identifies both the County’s and the City’s responsibilities throughout the construction duration of the project.
Fiscal Impact:
Funding for the County’s portion is budgeted under the Whitney Road and Wolford Road intersection and Roadway Improvements Project 002109A and Whitney Rd- Wolford Rd Intersection Water Imp. (Subproject 000831A) Project 002109B, included in the Capital Improvement Plan. This JPA agreement will be receipted into an escrow account. The City’s utility portion will be expensed from the escrow account.
