Summary:

This is a continuing engineering services contract for traffic engineering and traffic control systems design.  This is a renewal of an existing contract that has been in effect since May, 2012. The primary purpose of this contract includes preparation of design plan packages for the ATMS/ITS system, conducting traffic analysis and assisting the County with the operation and maintenance of the Traffic Control Center’s equipment and software. The Public Works Department is recommending award to all ten (10) firms as diverse experience and breadth of services is required to service all of the disciplines that may be required under this contract.   

In addition, this request acknowledges a corporate name change for Parsons Brinckerhoff, Inc. to WSP USA, Inc.  Parsons Brinckerhoff, Inc. changed its name during contract negotiations effective May 1, 2017. The change was made to align their legal name with their parent company and does not affect the corporate structure of the company.

The firms, in order of ranking, are attached on the ranking spreadsheet.

 

Background Information:

A request for proposal to comply with the Consultants Competitive Negotiation Act (CCNA) per Florida Statute 287.005 was released on December 2, 2016 and the negotiation process concluded in April 2017.

The contract includes negotiated fully burdened hourly rates including all labor, direct/indirect overhead, margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMSA will be reimbursed in accordance with Section 112.061, Florida Statutes.

 

Fiscal Impact:

The upset limit over the contract term is $2,500,000.00 for each firm for a total of $25,000,000.00.

 

The County Administrator has delegated authority to increase the upset limits of contract purchase orders pertaining to this contract provided the negotiated rates remain the same.

 

Funding is derived from various Capital Improvement Program budgets and/or operating budgets per individual work assignments on a multiple year/multiple work assignment basis.
