Approval and execution by the County Administrator of two Agreements, the Third Amendment to the Subrecipient Agreement with Operation Par, Inc (Operation PAR) and new Subrecipient Agreement with the Florida Department of Health in Pinellas County (DOH) to provide services under the University of Baltimore’s Fiscal Year (FY) 2019 Competitive Subaward for Combating Opioid Overdose through Community-level Intervention (COOCLI Grant).
• Agreements will fund the Homeless Overdose Mitigation & Engagement Program (HOME Program). The HOME Program will target high frequency overdose sites to reduce the number of EMS calls related to overdoses through outreach, education, naloxone distribution and training, and connections to treatment services.
• The Third Amendment to the Operation PAR Medicated Assisted Treatment Agreement provides for connection to substance use services, outreach, and education. The Subrecipient Agreement with DOH provides for a program coordinator and evaluator to review and target areas of high EMS calls due to opioid overdoses and to demonstrate program outcomes.
• The HOME Program will be funded through the University of Baltimore’s Fiscal Year (FY) 2019 COOCLI Grant for an amount not to exceed $222,610.00. Funding under this item will be allocated as follows: $117,739.00 to Operation PAR, $91,671.00 to DOH for a Total Amount for Approval of $209,410.00 with no match required. The term of the COOCLI grant is December 2, 2019 through November 30, 2020. Remaining grant funds of $13,200.00 are allocated to transitional housing services.
• This program will partner with local law enforcement, emergency medical services, Florida Department of Health in Pinellas, and treatment providers to increase awareness of overdoses and connect individuals to substance use services.

Summary:
These Agreements provide funding under the COOCLI Grant for the HOME Program. The HOME Program will target high frequency overdose sites to mitigate overdoses through outreach, education, naloxone distribution, naloxone training, and connections to treatment services. DOH will staff the Project Coordinator and Evaluator and Operation PAR will staff the outreach Case Managers to comprise the Street Teams. The HOME Program will provide for approximately 814 doses of Naloxone at the estimated fair market value of $140 per two-dose box.
Background/Explanation:
A multi-disciplinary team of partners (HOME Team) will include DOH, Pinellas County Safety and Emergency Services, law enforcement, Central Florida High Intensity Drug Trafficking Area (HIDTA) and community treatment partners. The DOH led Street Team will deploy staff from Operation PAR, public health, and law enforcement (where appropriate) to the various locations to provide outreach, education and a connection to treatment and/or housing for homeless individuals at risk of overdose.
The HOME Program will utilize a data-driven approach to target specific sites throughout the community with high concentrations of overdoses. Site specific strategies for outreach and education will include: letters to business owners regarding the frequency of overdose incidences at their sites, development and distribution of educational materials for sites regarding local substance use treatment options, purchase and distribution of naloxone spray for at-risk individuals at the sites.
Case managers on the street teams will help individuals connect to existing community treatment options and even provide transitional housing options for eligible homeless clients.
Fiscal Impact:
Additional funding in amount not to exceed $209,410.00 has been provided by the Combating Opioid Overdose through Community Level Intervention Initiative Grant (Grant #G1999ONDCP06A) from the Office of National Drug Control Policy passed through by the University of Baltimore to Pinellas County (Total Grant Award to County is $222,610.00 the outstanding $13,200.00 will fund transitional housing services).
This increased grant award was not included in the FY20 Adopted Budget and a budget resolution may be brought forward at a later date.
