Summary:

This current Agreement with Operation PAR supports personnel and operations costs for inpatient detoxification services for individuals dependent on drugs and/or alcohol. This Amendment revises the scope of services to allow Operation PAR to utilize funding to coordinate more closely with the Department of Health to identify, notify and reconnect Pinellas County Health Program (PCHP) clients to Primary Care following Adult Inpatient Detoxification Services. Additionally, the Agreement was identified during the budget process for a 5% increase to the base budget for the start of Fiscal Year (FY) 2017. These changes will expand the mental health and substance abuse services offered to PCHP clients as well as other Pinellas County citizens fighting addiction.

 

Background/Explanation:

Operation PAR is a non-profit organization that utilizes evidence-based best practices to provide integrated substance abuse and mental health services to its clients. Programs and services include: physical health screenings, psychosocial assessments, and 24-hour medically-monitored detoxification and stabilization services for drug and alcohol users. Operation PAR also offers counseling sessions for individuals and families, case management and educational groups. In FY2016, Operation PAR provided mental health and substance abuse treatment services to 1522 duplicated clients, which represents a 12.9% increase over FY2015 in clients engaged.

Operation PAR is Pinellas County’s largest and most comprehensive substance abuse service provider, and the Adult Detoxification Program plays a significant role in providing services to Pinellas County adults and families struggling with addiction.

As part of the proposed funding increase, Operation PAR will work with the County to develop a coordinated discharge process for Pinellas County Health Program (PCHP) Clients.  Human Services is seeking effective identification of clients, referral/connection with PCHP both during stay and upon discharge from the program, and possible avenues for increased follow-up counseling. 

 

Fiscal Impact:

A 5% increase in compensation for service was included in the FY2017 Adopted Budget. The 5% increase of $9,750.00, added to the original annual compensation of $195,000.00, brings the new “not to exceed” total to $204,750.00 per year. This amount is budgeted in the Human Services’ General Fund appropriation for FY2017.
