Approval by the County Administrator of a time extension and increase to the blanket purchase agreement (BPA) with Crawford Maintenance Services, LLC (CMS) and Stan Cisilski Inc. (Cisilski) pertaining to the Surface Water Work Order Contract in the amount of $500,000.00 through June 30, 2017.

Contract No. 134-0379-B(LN) in the amount of $500,000.00 for a revised total of $5,750,000.00.

Summary:

This time extension adds six (6) months to the Surface Water Work Order Contract which expires December 31, 2016.  This time extension is required to format a new contracting methodology and procure a new contract.  CMS is the primary contractor and Cisilski is the secondary contractor; the $500,000.00 increase will be applied to the primary contractor only since there is adequate funding available on the BPA with Cisilski.

 

Background/Explanation:

A Surface Water Work Order Contract, in the form of a request for bids format, was advertised for bid in September 2016 and received three bids at the end of October 2016. The bids were rejected due to several factors including the Public Works and Purchasing Departments’ determination that a request for qualifications approach was a better mechanism to perform the type of work needed. A new request for qualifications contract is currently being developed and will be advertised in the next two months. This contract extension will ensure that the Public Works Department will have contractors available to perform the necessary work until the new contract is in place.
  
This contract was approved by the Board of County Commissioners on August 5, 2014 and amended on December 12, 2014 to include additional pay items.  The County Administrator approved: the final term extension on April 8, 2015; a correction to the estimated annual expenditure on May 7, 2015; an increase to the BPA on March 5, 2016; a time extension and increase on July 9, 2016; and an increase to the BPA on August 25, 2016.

 

Fiscal Impact:

Total estimated expenditure through June 30, 2017:      $5,250,000.00

Total increase not to exceed:                                           $   500,000.00

Revised estimated expenditure through June 30, 2017:  $5,750,000.00

 

Delegated Authority:

Authority for the County Administrator to approve a time extension to a contract and increase a BPA is granted under Code Section 2-62 (a)(f) and 2-184 (b), respectively.
