Approval and execution by the County Administrator of the first amendment to the agreement with HDR Engineering, Inc., (HDR), for professional engineering consulting services (PD&E Study) for the San Martin Boulevard Bridge Replacement and Roadway Improvement Project over Riviera Bay (PID No. 001036A).

Contract No. 134-0091-NC(SS); time extension through December 31, 2018.

Summary:

This amendment request extends the current agreement for the purpose of finalizing the preliminary assessment and guidance from the Florida Department of Transportation (FDOT).  The current agreement will expire on December 30, 2016.  This amendment will extend the contract expiration to December 31, 2018 at the same negotiated rates, terms and conditions. 

 

Background/Explanation:

On December 16, 2014, the Board of County Commissioners approved an agreement in the amount of $641,431.02 with HDR to develop a PD & E study of the San Martin Boulevard Bridge Replacement and Roadway Improvement Project.

Based on information gathered as part of the ongoing PD&E process, additional public involvement and environmental documentation will be required by FDOT to comply with the National Environmental Policy Act process.  This additional step was anticipated as a possibility and was included as optional services in the original contract.

 

Fiscal Impact:

Estimated original expenditure not to exceed:                     $641,431.02

 

An increase in funding is not required for this extension period.

 

Funding for this agreement is derived from the Infrastructure Sales Tax (Penny for Pinellas):  Transportation and Traffic Flow, Bridge Rehabilitation Program Allocation.

 

Delegated Authority:

Authority for the County Administrator to sign this amendment is granted under Code Section 2-62 (a)(2).
