Approval and execution by the County Administrator of the Second Amendment to the Agreement with HDR Engineering, Inc. (HDR) for professional engineering consulting services pertaining to the San Martin Boulevard Bridge Replacement and Roadway Improvement project over Riviera Bay PD&E project.

                     This contract is for engineering services pertaining to the San Martin Boulevard Bridge Replacement and Roadway Improvement Project.
                     The Second Amendment is for a twenty four (24) month extension to provide time for a detailed analysis and review of the recommended eastern alignment alternative, as approved by the Board of County Commissioners on June 12, 2018.
                     The Second Amendment increases the amount of the contract $29,927.14 for a revised total of $671,358.16
                     First Amendment to the agreement extended the duration from December 20, 2016 to December 31, 2018 for additional public involvement and environment requirements as part of the National Environmental Policy Act.

Contract No. 134-0091-NC (SS) increase in the amount of $29,927.14; for a revised contract amount of $671,358.16, resulting in an annual average amount of $111,893.03 effective through December 31, 2020.

Summary:

The Second Amendment increases the contract by $29,927.14 allowing time for HDR to perform the detailed analysis of the recommended eastern alignment alternative that was selected by the Board of County Commissioners (Board) at the June 12, 2018 meeting.

The time extension of twenty-four (24) months is requested in order to comply with changes made by Florida Highway Administration (FHWA), which delegated lead agency responsibilities to the Florida Department of Transportation (FDOT), Office of Environmental Management. FDOT Office of Environmental Management is now responsible for review and issuance of the Location and Design Concept Acceptance of the proposed replacement of such structures, which were formerly the responsibility of FHWA.  The extension also allows the Board adequate time to review the supplemental information and to ensure the required public hearing is scheduled for a date when most seasonal residents are in Florida.

 

Background/Explanation:

On December 16, 2014, the Board approved a contract with HDR to develop a PD&E study of the San Martin Bridge Replacement over Riviera Bay Roadway Improvement Project.  The First Amendment to extend the agreement was approved by the County Administrator on September 12, 2016 to finalize the preliminary assessment and guidance from the FDOT.

Funding for this contract is derived from the Infrastructure Sales Tax (Penny for Pinellas):  Transportation and Traffic Flow, Bridge Rehabilitation Program Allocation.

Authority for the County Administrator to approve and execute this Amendment is granted under Code Section 2-188(a).
