• Construct site improvements on approximately 5.5 acres of County property (North County Service Center) for a north County Satellite Solid Waste Electronic Collection Center, and a Tax Collector student driving test course.
• Five bids were received and contract award amount is $1,680,400.
• Project to be constructed in two phases: Phase 1 - paved driver testing course, Phase 2 - collection center.
• All work is expected to be completed within 270 consecutive calendar days.
• Project is budgeted and funded by the Solid Waste Revenue & Operating Fund.
Bid No. 189-0071 (JJ); PID No. 000759A; in the amount of $ 1,680,400.00 on the basis of being the lowest responsive, responsible bid received meeting specifications. Authorize the Chairman to sign and the Clerk of the Court to attest.

Summary:
The purpose of this contract is to construct site improvements on approximately 5.5 acres of County property (North County Service Center) for a Solid Waste Satellite Collection Center, with a building structure, and a Tax Collector driving test course.
Background Information:
This project will be constructed in two phases. Phase 1 includes the construction of an operational driving test course. Phase 1 construction improvements are required to be completed and commissioned/certified before Phase 2 construction commences.
Phase 2 includes construction of the Solid Waste Satellite Collection Center. All construction activities for Phase 2 improvements require the driving testing course completed in Phase 1 remain open for the County and public use. Work for the project includes demolition, site preparation, grubbing, grading, debris removal, regrading, survey, installation of perimeter fencing, installation of pavement, installation of a building structure, storm water system, utility improvements, site restoration, installation of landscaping and irrigation, and miscellaneous work and clean-up.
Fiscal Impact:
Expenditure not to exceed: $ 1,680,400.00
Funding is derived from the Capital Improvement Program: Solid Waste and Resource Recovery, Solid Waste Site and Waste Reduction Programs allocation. The source of funding is the Solid Waste Revenue & Operating Fund.
