Approval of the Joint Project Agreement with the City of Pinellas Park (City) for development of an updated Roosevelt Creek Watershed Management Plan.

 

                     The County and City will share project costs of $356,772.50, with a 58% ($206,928.00) County share, and a 42% ($149,844.50) City share.

                     Total project cost is $713,545.00. County secured 50% ($356,772.50) of cost from Southwest Florida Water Management District.

                     County retained Singhofen & Associates, Inc. to perform services under Request for Qualifications 190-0042-NC for engineering, planning and environmental services for the Roosevelt Creek Watershed Management Plan (WMP). Negotiated fee is the total project cost of $713,545.00.

                     The most recent Roosevelt Creek WMP was completed in 2007.  The watershed has seen a great deal of development since then and there are significant new capital improvement projects planned in the watershed (e.g., the FDOT’s Gateway Expressway project, 126th Avenue North improvement project, and two SWFWMD co-funded water quality improvement projects.

 

County PID No. 004238A; Estimated cost being shared is $713,545.00. Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.  Section 6.1 of the Agreement requires that the County record the Agreement (thereby making it effective).

Summary:

Summary

The JPA provides a cost sharing arrangement with the City in the amount of $149,844.50. This is a 42% share of project costs for professional engineering services to be rendered by Singhofen & Associates, Inc., for development of the WMP.  The City is agreeable to contributing to the Project cost based on the City’s jurisdictional acreage of 42% within the Watershed.  The County share is 58% ($206,928.00). The WMP will provide a tool utilized in planning, regulating and managing watersheds for future development and is critical for determining and prioritizing capital improvements projects for the watershed and floodplains.

Through this JPA, the County and the City mutually agree that it is economically beneficial to have the County’s designer perform all design work as part of the overall project. The attached JPA provides the funding mechanism for the City to pay the County for design activities, and further identifies both the County’s and the City’s responsibilities throughout the duration of the project. This agreement will result in cost savings to both the County and City.

Background Information:

The most recent Roosevelt Creek WMP was completed in 2007. Over the past 10 years, the watershed has seen a great deal of development. Significant new capital improvement projects are planned in the watershed (e.g., the FDOT’s Gateway Expressway project, 126th Avenue North improvement project, and two SWFWMD co-funded water quality improvement projects. This project will develop an updated WMP for Roosevelt Creek within the County and City of Pinellas Park jurisdictions. The WMP will be developed in general accordance with the SWFWMD guidelines and specifications.

An RFQ was solicited and Singhofen & Associates, Inc., identified as the number one ranked firm. Staff negotiated a fee of $713,545.00 to perform the services and is scheduled for Board approval on January 12, 2021.

 

Fiscal Impact:

 

This agreement is consistent with the FY21 Adopted Budget and the County’s share of $206,928.00 is budgeted in Watershed Planning cost center of Public Works Department within the Surface Water Assessment Fund. The City will provide the County $149,884.50. The County shall invoice the City on an annual basis for work performed in furtherance of the Project.
