Approval of the Cooperative Funding Agreement with the Southwest Florida Water Management District (SWFWMD) for the Roosevelt Creek Watershed Management Plan (WMP).
• The WMP evaluates the various characteristics of the watershed. These characteristics better define areas that flood (floodplains) and areas whose surface water quality does not meet the adequate standards.
• Once the characteristics of the watershed have been evaluated, best management practices are identified to reduce the impacts of flooding and improve the quality of certain surface waters.
• This WMP is done in partnership with the SWFWMD, who also provides fifty percent of the funding to complete this plan.

Summary:
This is a multi-year funded project to develop a WMP for the Roosevelt Creek watershed. The WMP will analyze flooding problems that exist in the watershed. Existing flood analysis models are over ten years old. The WMP, when complete, will identify floodplains, establish level of service (LOS), perform surface water resource assessment (SWRA), and evaluate BMPs to address flooding and water quality concerns in the watershed. The Agreement is effective October 1, 2019 through September 30, 2023.
Background Information:
The Roosevelt Creek watershed covers an area of approximately 12.7 square miles within the County and discharges into Old Tampa Bay. The watershed includes regional and intermediate stormwater systems. The WMP will include watershed evaluation, floodplain analysis, LOS determination, SWRA, and BMP alternatives analysis.
Additionally, Section 10 of the agreement requires the County to indemnify SWFWMD. County Resolution No. 06-70 prohibits the County from indemnifying others in most situations. Staff requested SWFWMD remove this requirement, and SWFWMD has denied the request as it is a standard requirement in all their agreements. Staff and the County Attorney agree that the indemnification requirement is within an acceptable level of risk.
Fiscal Impact:
Anticipated total cost of the project is $800,000.00, with SWFWMD funding up to $400,000.00 via reimbursement. The County will be responsible for the remainder of project costs. The initial expenditure of $100,000.00 has been approved by SWFWMD through Fiscal Year 2020 for this project. Additional funding is contingent upon approval by the SWFWMD Governing Board in its annual budgets for future fiscal years. This agreement is consistent with the FY20 Adopted Budget and is budgeted in Watershed Planning cost center of Public Works Department within the Surface Water Assessment Fund.
