Approval and execution by the County Administrator of the Grant Agreement with the Florida Department of Environmental Protection (FDEP) for Title V Air Pollution Control services.
• This action provides $46,534.99 in funding to support the County’s Title V program activities consisting of compliance inspections and evaluations and review of reports for stack tests, visible emissions and continuous monitoring.
• A funding match is not required.
• The contract with FDEP is renewed annually for the county to act on their behalf in performing the Title V services.

Summary:
This action provides $46,534.99 of funding assistance to support the existing Title V air program. The grant agreement will allow the county to act on behalf of the FDEP in performing activities related to nine (9) major sources of air pollution referred to as Title V major sources. The agreement also provides a mechanism for 100% reimbursement. The County will perform Title V activities consisting of full compliance inspections and evaluations and review of reports for stack tests, visible emissions and continuous monitoring.
Background/Explanation:
Funding from the FDEP is provided to the County for implementing Title V major stationary source regulatory control programs for the project period July 1, 2020 to June 30, 2021. Section 2-62 of the County Code is included as an attachment to the Agreement as a state requirement.
Fiscal Impact:
This agreement provides $46,534.99 in funding for the project period July 1, 2020 to June 30, 2021, estimated at $11,633.75 for Fiscal Year 2020 (FY20) and $34,901.24 for FY21. No County funding match is required and costs are 100% reimbursable. The revenue and associated expenditures are included in the Public Works Environmental Management Division’s Air Quality General Fund operating budget in the FY21 Tentative Budget.
