Recommended Action

Approve the purchase authorization with Precision Sidewalk Safety Corporation (Precision) for services to remove and repair sidewalk trip hazards per the Panhandle Area Educational Consortium Cooperative (PAEC) cooperative contract 16-08.

Provide authority for the County Administrator to approve a subsequent purchase authorization should the PAEC extend their contract for twelve (12) additional months.

Contract No. 167-0305-PB(SP) in the amount of $500,000.00 through September 12, 2018.

Summary:

Approval of this purchase authorization will provide the Public Works Department (Public Works) a mechanism to improve pedestrian safety by performing trip hazard repairs on sidewalks throughout the County.  Sidewalk surfaces will be restored to meet current Americans with Disabilities Act (ADA) and comply with the Occupational Safety and Health Administration (OSHA) requirements.

 

Background Information:

Public Works is responsible for maintaining County sidewalks in a reasonable state of repair, free of dangerous and unsafe conditions and trip hazards for pedestrians, and that comply with the ADA requirements of 1990.  The ADA defines a trip hazard as a height of a ¼-inch or more on pedestrian rights-of-way.

Precision removes the hazards utilizing a horizontal cutting technology that produces a uniform appearance and texture from one end of a sidewalk joint to the other, leaving no gap between slabs, and a smooth safe pedestrian walkway.

There are two processes offered by Precision, the 1:12 slope repair or the 1:8 slope repair.  Pricing for 1:12 slope repair is $40 per inch-foot, and the 1:8 slope repair is $34 per inch-foot.  The majority of work to be performed will be 1:8 slope repair.

The PAEC cooperative contract was awarded without a dollar cap or upset limit amount, as the scope of work is based on a common requirement of multiple, eligible users that include school districts, as well as city, county, and state jurisdictions.  The greater the expenditure by a jurisdiction, the greater the discount applied by Precision.

 

Fiscal Impact:

Estimated expenditure through September 12, 2018 not to exceed: $500,000.00.

 

Funding is derived from the Public Works Transportation Division Operating Budget.
