Recommended Action

Approval by the County Administrator of the extension to the purchase authorization with Precision Sidewalk Safety Corporation (Precision) for services to remove and repair sidewalk trip hazards per the pricing terms and conditions of Panhandle Area Educational Consortium Cooperative (PAEC) contract 16-08.

Contract No. 167-0305-PB(PLU) with an estimated expenditure for the extension period of $400,000.00 from September 13, 2018 through September 12, 2019.

Summary:

Approval of this purchase authorization provides a mechanism for the Public Works Department (Public Works) to continue their efforts to improve pedestrian safety by performing trip hazard repairs on sidewalks throughout geographical Pinellas County.

Instead of replacing a whole concrete sidewalk panel, Precision targets uneven sidewalk surfaces up to 2 inches high utilizing a horizontal cutting technology to obtain a panel slope that meets the Americans with Disabilities Act (ADA) and complies with the Occupational Safety and Health Administration (OSHA) requirements.

Pricing remains fixed for the two processes offered: 1:12 slope repair is $40 per inch-foot, and the 1:8 slope repair is $34 per inch-foot. 

The present vendor’s services have been satisfactory; therefore, the County Administrator is requested to approve the extension of this purchase authorization through September 12, 2019.

 

Background/Explanation:

This purchase authorization was originally approved by the Pinellas County Board of County Commissioners (Board) on August 15, 2017 with subsequent delegated authority to the County Administrator for one (1) twelve (12) month extension. 

The PAEC cooperative contract was awarded without a dollar cap or upset limit amount, as the scope of work is based on a common requirement of multiple, eligible users that includes school districts, as well as city, county, and state jurisdictions.

 

Fiscal Impact:

Estimated expenditure through September 12, 2019 not to exceed: $400,000.00.

 

Funding is derived from the Public Works Transportation Division Operating Budget.

 

 

Delegated Authority:

Authority for the County Administrator to approve the extension of this purchase authorization is granted under Code Section 2-62(a)(2).
