Summary:
This funding will support the Health Care for the Homeless (HCH) program in implementing evidence-based strategies to expand access to quality integrated substance use disorder (SUD) treatment services, including those that address opioid use disorder (OUD) and other emerging SUD issues.
This new award will provide $140,750.00 (inclusive of a $10,000.00 increase above our request of $130,750.00) in ongoing funding to support the expansion of SUD treatment services and client engagement. An additional $175,000.00 (inclusive of a $25,000.00 increase above our request of $150,000.00) one-time funding supplement, will be used to purchase technology supplies and medications to increase the capacity of the HCH’s current medication assisted treatment (MAT) program.
The Health Care for the Homeless Co-Applicant Board reviewed and approved the grant application on July 10, 2018. The Board of County Commissioners (Board) approved the application on July 11, 2018.
Background Information:
The FY 2018 Expanding Access to Quality Substance Use Disorder and Mental Health Services (SUD-MH) funding opportunity was a non-competitive, supplemental funding opportunity open to Health Center Program award recipients. Funding will support health centers in implementing and advancing evidence-based strategies to address emerging public health issues, such as opioid use disorder, through the expansion of integrated substance use disorder (SUD) and/or mental health services.
In 2016, HRSA awarded Pinellas County a three-year federal grant to continue support of comprehensive primary health care services to homeless individuals in Pinellas County. The purpose of health center program is to improve the health of the Nation’s underserved communities and vulnerable populations by assuring continued access to comprehensive, culturally competent, quality primary health care services.
The Health Care for the Homeless (HCH) program served 2,799 homeless individuals in 2017 with preventive primary medical care services and 123 individuals with Medication Assisted Treatment (MAT).
Fiscal Impact:
The grant award totals $315,750.00. Of the total award amount, $140,750.00 will be ongoing funding included in future funding allocations and $175,000.00 will be a one-time supplement for use by August 31, 2019. There is no match required. The funding award was not included in the FY19 Adopted Budget. It is anticipated that a Budget Resolution may be submitted in FY19 as a result of this award.
