Approval of Amendment No. 3 to the agreement with Advanced Disposal Services Solid Waste Southeast, Inc. (ADS) for landfill operations at Bridgeway Acres.

 

                     The ADS contract provides landfill maintenance services at the Bridgeway Acres Landfill. Services include but are not limited to waste disposal, vegetation control, waterway maintenance, litter control, and other activities associated with maintaining a safe and sanitary landfill.

                     Amendment No. 3 increases the current contract amount by $9,800,000.00 over the life of the remaining contract through August 28, 2028 adding tip trailer transfer services to the contract.

                     The ten-year agreement for landfill operations at Bridgeway Acres was approved by the Board of County Commissioners (Board) on June 19, 2018. The First Amendment was approved by the County Administrator on July 8, 2020.  The Second Amendment was approved by the Board on January 11, 2022.

                     Current appropriations for Contract No. 167-0517-P are $15,949,000.00 in the Fiscal Year (FY) 2024 Adopted Budget and the request in FY25 is $16,919,400.00, which is sufficient to cover this contract as amended.

 

Contract No. 167-0517-P(LN); increase in the amount of $9,800,000.00 for a revised total contract value of $138,574,000.00 effective through August 28, 2028; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Amendment No. 3 to add additional operation of a tip trailer transfer area at the Bridgeway Acres Landfill through the remaining term of the contract.

Background Information:

The Solid Waste department has been experiencing high volumes of traffic over the past few years. This high volume has caused processible materials to be diverted to the landfill to alleviate the traffic backups on site. The department-initiated vehicle tipping time study to determine opportunities to reduce traffic flow at the tip floor and landfill working face. The study determined small tip trailers occupy the most time at the tipping areas and they contribute to more than forty percent (40%) of the vehicle volume, while delivering less than ten percent (10%) of the daily processible waste. Implementing and operating a separate tip trailer transfer area will mitigate traffic backups at tipping areas and reduce the landfilling of diverted processible waste.  This proposed practice directly supports the department’s adopted master plan goal of “Zero Waste to Landfill by 2050”.

The contract for landfill operations at Bridgeway Acres was approved by the Board on June 19, 2018, in the amount of $124,000,000.00. Amendment No. 1, approved by the County Administrator on July 8, 2020, added chemical treatment of undesirable aquatic plant species and an onsite truck wash.  Amendment No. 2 approved by the Board of County Commissioners on January 11, 2022, increased the contract by $4,774,000.00 for the outsourced collection and transportation of tires to the Waste-to-Energy Facility.

 

Fiscal Impact:

Total contract expenditure not to exceed:               $124,000,000.00

Second Amendment increase not to exceed:         $   4,774,000.00

 

Third Amendment increase not to exceed:             $   9,800,000.00

 

Revised total contract expenditure not to exceed: $138,574,000.00.

 

Funding is derived from the Solid Waste Enterprise Funds. This Amendment is consistent with the FY23 Proposed Budget.

 

The contract is included in the Solid Waste Department FY24 Adopted Budget and FY25 Budget submission. The projected annual contract amount to be spent is 4.6% higher than previous years due to additional services provided by ADS. The additional expenditures are budgeted for in FY24 and FY25.
