Recommended Action

Approval and execution by the County Administrator of Amendment No. 1 to the Agreement with Advanced Disposal Services Solid Waste Southeast, Inc. (ADS), for landfill operations at Bridgeway Acres.

 

                     The ADS contract provides landfill maintenance services at Bridgeway Acres. Services include but are not limited to:  waste disposal, vegetation control, waterway maintenance, litter control, and other activities associated with maintaining a sanitary landfill. 

                     The First Amendment assigns chemical treatment of undesirable aquatic plant species to ADS and provides an onsite truck wash.

                     The County currently contracts with a third-party contractor for chemical treatment of undesirable aquatic plant species at an average price of $17,000.00 annually.

                     Assigning the chemical treatment to ADS will eliminate the county’s their-party contractor expense with no additional contract expense with ADS other than allowing them to use an onsite trick wash.

                     The Board of County Commissioners (Board) approved the original, 10-year contract award on June 19, 2018.

 

Contract No. 167-0517-P (LN) in an annual amount of $12,400,000.00 with a total contract value of $124,000,000.00 through August 26, 2028. This amendment has no fiscal impact on the contract value.

Summary:

This Amendment No. 1 removes undesirable aquatic plant species (UAPS) responsibility from the County and assigns it to ADS for the remaining term of the Service Agreement.  Both the County and ADS will receive a financial benefit.  The County will no longer pay a third-party contractor to provide chemical treatment of UAPS, which has proven to be inconsistent and less than effective. By ADS utilizing their onsite mowing contractor to perform maintenance spraying as needed, ADS will obtain more efficient control over aquatic vegetation which will reduce manhours spent mechanically cleaning canals and ponds and reduce the need to transport heavy equipment around the Bridgeway Acres Landfill.

In addition, the Amendment No. 1 to provides ADS with an onsite truck wash.  Although the current service agreement does not require ADS to clean out the sumps/grease traps, ADS has been providing those services to the County as part of their upkeep of County-owned facilities.  The main benefit of the onsite truck wash is to ADS for upkeep of their heavy equipment.

 

Background/Explanation:

The Board approved this award on June 19, 2018.

 

Fiscal Impact:

This Amendment has no fiscal impact on the contract value.

 

Total ten (10) year estimated expenditure not to exceed:  $124,000,000.00

Estimated annual expenditure:                                           $ 12,400,000.00

 

Funding is derived from the Solid Waste Enterprise Funds and this Amendment is consistent with the FY21 Proposed Budget.

 

Delegated Authority:

Authority for the County Administrator to approve and execute this Amendment is granted under Code Section 2-62 (a)(2).
