Approval and execution by the County Administrator of the termination of the Grant Agreement with the Florida Department of Transportation for the construction of the Advanced Traffic Management System (ATMS)/Intelligent Transportation System (ITS) on I-175/I-375/Bayshore Drive Downtown St. Petersburg project.  

 

                     Acknowledgment Letter terminates existing Agreement with FDOT for the subject project due to changes in project scope, escalating costs, and lack of matching funds.

                     The project may move to future fiscal years dependent on achieving ATMS/ITS program goals and funding availability.

                     A new grant application will be submitted if the project is advanced in the future.

                     The Board of County Commissioners approved the existing Grant Agreement in Legistar 22-2315A in the amount of $1,531,000.00. The State has agreed to dedicate this amount of funding to the North County Phase 2 ATMS project through a separate agreement.

                     Department intends to reprioritize ATMS projects during the next budget cycle based on available funding.

Summary:

Termination of the previously executed State Funded Grant Agreement (SFGA) entered into under the Transportation Regional Incentive Program (TRIP) with the FDOT for construction of the ATMS / ITS on I-175 / I-375/Bayshore Drive Downtown St. Petersburg project. The Board approved this Agreement on February 14, 2023.  The action is necessary due to a change in project scope, escalating costs, and lack of available required match funding in the Local Option Fuel Tax account which funds the County ITS / ATMS program.  The County may move the project to future fiscal years, dependent on achieving ATMS/ITS program goals and funding availability.

 

Background/Explanation:

The FDOT and County entered a SFGA on March 28, 2023, under the TRIP for the construction of the ATMS / ITS on I-175/I-375/Bayshore Drive Downtown St. Petersburg project. Both parties mutually agree to terminate the Agreement in accordance with Section 5 of the SFGA. It has been agreed that the County will reapply for state funding once it has the local funding match available. The current agreement is terminated effective September 22, 2023.

 

Fiscal Impact:

The funding for this agreement is budgeted in the Capital Improvement Plan, under Project No. 002599A ATMS St Pete Downtown, in Fiscal Year 2024-FY2025, funded by the Local Option Fuel Tax (LOFT) in the amount of $5,594,000.00, and State Grant (this agreement) in the amount of $1,531,000.00.

 

The State has agreed to dedicate this amount of funding to the North County Phase 2 ATMS project through a separate agreement. The State Grant funded portion of this project will be updated during the next Budget cycle.  The FDOT intends to reprioritize ATMS projects during the next budget cycle based on available funding.

 

Delegated Authority:

Authority for the County Administrator to sign this Acknowledgment of Termination is granted under (Code Section 2-62 (a)(1).
